NEW YORK (AP) — A federal judge has approved a request from a group of WeChat users to delay looming U.S. government restrictions that could effectively make the popular app nearly impossible to use.In a ruling dated Saturday, Magistrate Judge Laurel Beeler in California said the government’s actions would affect users’ First Amendment rights as an effective ban on the app removes their platform for communication.WeChat is a messaging-focused app popular with many Chinese-speaking Americans that serves as a lifeline to friends, family, customers and business contacts in China.It’s owned by Chinese tech giant Tencent.As of Monday morning, WeChat was still available for download through Apple and Android app stores. 731

NEWPORT, Wales — A 5-year-old girl in Newport, Wales, died just hours after a doctor refused to see her because she was late to her appointment, according to the BBC.The girl's mother, Shanice Clark, has been searching for answers since her daughter, Ellie-May, died from bronchial asthma in 2015, according to the New York Post. Thanks to a coroner’s inquest into her daughter's death, she was finally given some answers on Monday.The coroner ruled that Grange Clinic “missed” the opportunity to “provide potentially live-saving treatment” to her child, Sky News reports.The 5-year-old girl was reportedly not seen by a doctor, despite having an emergency appointment,  because it operated a "10-minute rule."Clark said she and her daughter arrived only five minutes late because they didn't have a car. She said she warned them she might be late when she called the clinic. According to the coroner, this was the first time the rule had been enforced in regards to an emergency appointment. Reports also state that Clark was reportedly told to come back in the morning without the doctor even looking at her daughter’s medical records, which would have shown that the child has a history of asthma.“From the evidence before me, it is not possible for me to determine with certainty whether an earlier intervention would have altered the outcome for Ellie, but nonetheless Ellie should have been seen by a [doctor] that day, and she was let down by the failures in the system,” the coroner wrote.According to the New York Post, Grange Clinic released a statement, saying: “Dr. Rowe knows that nothing can be said to Ellie-May’s family to make a difference, but she would like to say how truly sorry she is.”The coroner plans to write a letter to the health board and the clinic in hopes of addressing the tragedy and preventing similar situations in the future. NEW YORK CITY -- Diners at a restaurant in New York City are requesting bubbles. But not the kind of bubbles to float away on, or to drink.Cafe du Soleil has created bubble seating for its customers. The Alvantor bubbles are plastic and can zip open or closed on two sides. There is plenty of room for a table of four inside."People love it. It's very supple. It's very cozy," owner Alain Chevreax said.He started preparing for cold weather early."I ordered the first bubble in July to try out because I was already thinking about the fall weather," Chevreax said.The restaurant now has 16 bubble tables.Cafe du Soleil is one of thousands of New York City restaurants struggling to stay afloat due to the COVID-19 pandemic.Chevreaux said he hopes the bubbles keep diners warm and dry as the temperature drops. He estimated the bubbles will be useful until the temperature goes below 45 degrees."Now people are aware of the bubble and when they make a reservation they say, 'Can we have a bubble?' I say, 'Of course you can have a bubble,'" Chevreaux said.In addition to comfort, customers Alfred and Barbara MacAdam said they like that they're protected from other people's germs."It also helps the restaurant bring more people in because you are enclosed and therefore protected," Alfred MacAdam said.While Cafe du Soleil has a plan to supplement indoor dining, which begins in New York on Sept. 30 at 25% capacity, many city restaurants do not.Despite the start of the fall season on Tuesday, Andrew Rigie, of the New York City Hospitality Alliance, said the city still has not given restaurants guidance on heat lamps."We have really been pushing the city, saying these small business owners need an opportunity to plan,” Rigie said. “Are you going to allow propane, which they can't currently use? Can they use electric?"Rigie said he hopes the state will eventually allow New York City restaurants to increase indoor dining to 50% capacity. Her roles included the 1989 comedy “Steel Magnolias” and the TV series “Queen Sugar.” After making her acting debut in the late 1960s in Dashiki Project Theatre productions, Sutton appeared in productions such as “The Last Madam,” “Native Tongues” and “A Raisin in the Sun.” Her recent credits included work on the remake of the series “Roots,” “Treme,” “True Detective” and “Lovecraft Country.” 599
