SAN DIEGO (KGTV) - Recent remedies aimed at reducing San Diego's homeless crisis have not been enough, according to a scientific 10News/San Diego Union-Tribune poll.The poll of 800 San Diego adults showed sentiments about addressing homelessness are not positive. When asked if they believed if homelessness was getting better, worse, or staying the same in San Diego, only 11 percent said it was getting better. About 60 percent said it's getting worse.Many believe that blame lies at the top of local government. When asked who is most responsible for reducing homelessness, 53 percent said elected officials and 18 percent pointed to the homeless and their families.RELATED: Housing crunch: San Diego needs 171,000 new homes by 2029So what's led to San Diego's homelessness? Of those surveyed, 33 percent believe housing costs have contributed most to the homeless crisis, 22 percent said substance abuse, and 20 percent said mental health issues.Recently, San Diego officials opened three temporary tent shelters to try and transition some of the city's homeless population into housing. When asked if they thought the tents helped, 51 percent said yes, 20 percent said no, and 29 percent were not sure.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents. SAN DIEGO (KGTV) -- San Diego Padres outfielder Tommy Pham is expected to miss 4-6 weeks after breaking a bone in his left hand during the team’s loss at Arizona Sunday.Padres skipper Jayce Tingler confirmed Pham’s injury during an appearance Monday on MLB Network Radio.The injury happened during Pham’s ninth inning at-bat in Sunday’s game. The left fielder/DH fouled off a pitch and then immediately shook his left hand in apparent pain.Following a visit from the trainer, Pham exited the game, forcing the Padres to put Greg Garcia in to finish the at-bat in the eventual 5-4 loss. The Friars' loss was their fifth in a row.At the time of his injury, Pham was the tied for the MLB lead in stolen bases with six and among the league leaders in walks. In part it reads, "ongoing violations will result in revocation of your permit to operate within the City, or will serve as justification for not renewing your permit when it expires in six months... It is your responsibility to proactively move your devices within three hours... or it will be impounded."The companies could face an impounding fee of per device.Several riders told 10News they had no idea what the rules for riding and parking scooters were. The report claims that America’s Finest City is the second most rent-burdened city in the nation. Miami took the top spot on the list, followed by San Diego, Los Angeles, New York and Orlando. The report also found that those who make minimum wage would have to work nearly 100 hours per week to be able to afford the median rent. To come up with the report, Freddie Mac looked at how other organizations measure affordability to assess the rent-burden issue. SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596
