SAN DIEGO (KGTV) -- Border Patrol agents arrested a man Thursday they say had more than 100 pounds of narcotics in his car.According to the agency, the arrest happened just before 11 a.m. on October 8 along Interstate 15 near Vista.Border Patrol says agents initiated a vehicle stop “on a suspicious 2015 Chevy Camaro” when a K-9 alerted authorities.After searching the car, agents found 68 bundles of cocaine and crystal meth hidden inside the vehicle’s quarter panels and cowling. The narcotics have an estimated street value of more than 8,000.The driver, who is a US citizen, was turned over to the Drug Enforcement Agency.Since October 1, Border Patrol says it has seized over 491 pounds of cocaine, 7,169 pounds of methamphetamine, 178 pounds of heroin, and 383 pounds of fentanyl. 798

SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505

  

SAN DIEGO (KGTV) - As President Donald Trump threatens to shutdown the U.S.-Mexico Border, San Diego leaders are in Mexico City to strengthen economic ties and talk binational business.Five mayors and nearly 100 elected officials, business and community leaders from San Diego and Baja California left for Mexico Sunday for the San Diego Regional Chamber of Commerce’s 14th annual Binational Delegation to Mexico City.San Diego Mayor Kevin Faulconer said the top two issues up for discussion are the continuing Mexican sewage runoff problems that impact our beaches and the free trade relationship between the U.S. and Mexico.Monday, Mexican officials said 70 percent of trade with the U.S. is by trucks, and the Mexican Government is ready to collaborate with the U.S. to ensure border safety and that trade flows efficiently.“Free trade is incredibly important to our region here in San Diego,” said Faulconer. "We have over 100,000 jobs that are dependent upon trade with Mexico.”Faulconer said the goal is to create a safe, secure and functioning border. He is also calling for the approval of the new United States-Mexico-Canada Agreement, or USMCA.The Chamber also said advancing USMCA is a key priority of this week's meeting.Monday the delegation will discuss the U.S. Mexico trade relationship, including the border, immigration and economic development. On Tuesday the delegation will discuss the U.S. Mexico water policy.Imperial Beach Mayor Serge Dedina has been pushing for the Mexican government to rebuild basic sewage infrastructure. The sewage runoff from the Tijuana River Valley flows into some of our local beaches, shutting them down for days and sometimes even months.Dedina said he hopes to come back to San Diego with new solutions to resolve the ongoing, decades-old issue.“Will be really pressing really hard with high-level officials to really move this forward so we can continue to have clean beaches,” he said Sunday.The leaders will wrap up their trip to Mexico on Wednesday. 2016
