Drivers in New Orleans are claiming that they have been issued speeding tickets, even though their cars are in park, thanks to a speed camera operating in the city, WWL-TV reported. Donald Schulz told WWL that he has been issued speeding citations 10 or 11 times while his car remained parked. The camera, which is designed to ticket speeders, captured Schulz's license plate, instead of the car passing by Schulz's car. Schulz has had to make frequent stops at New Orleans City Hall to fight citations, causing him a headache and time wasted. "Whoever is responsible for reviewing these violations is not doing their job," Schulz told WWL.According to Fox News, the citations range from to 0.  City officials told WWL that a contractor is to blame, and that the contractor will train its employee how to properly issue citations.  906

EL CAJON, Calif. (KGTV) - A man accused of a hit-and-run crash on Highway 57 in Ramona pleaded not guilty Thursday. A judge set the bail at million for Chase Richard. Richard is accused of swerving into Michelle Scott and driving with her bicycle attached to his car for more than two miles during Tuesday’s crash. RELATED: Man arrested, vehicle seized in Ramona hit-and-run crashWitnesses said Richard ran red lights and stop signs before pulling into his driveway five miles from the scene. In court Thursday, prosecutors said Richard removed the front hood and bumper and spray-painted the rear of his Ford Edge. Investigators said Richard appeared to be making a run for it when they arrived. He had a large suitcase and backpack in a running vehicle when he was arrested. Richard faces up to nine years in prison if convicted. Dominica Prime Minister Roosevelt Skerrit confirmed on his Facebook page on Monday that he was rescued as Hurricane Maria hit his small island nation.  Hurricane Maria made landfall just before 10 p.m. ET on the island of Dominica with top winds of 160 MPH. Skerrit's roof was one of many that were ripped off as Maria came on shore. "My roof is gone. I am at the complete mercy of the hurricane. House is flooding," Skerrit said just before being rescued. Hurricane Maria is the second Category 5 hurricane to strike the Caribbean in the last two weeks. Hurricane Maria is following a similar path as Hurricane Irma, which devastated parts of the Caribbean before coming on shore in Florida on Sept. 10.Local radio reports said that parts of Dominica are flooded, and there has been roof failure at a local hospital. Dominica has a total population of 73,000 residents.  934

Eight college football games scheduled this weekend have been canceled due to the spread of the coronavirus. Among them, the championship game between unbeaten Coastal Carolina and Top 25 Louisiana-Lafayette was called off.The Sun Belt Conference canceled the contest because of a positive COVID-19 test from a member of Coastal Carolina, which resulted in an entire position group being forced to quarantine in order to follow protocol.“We are very disappointed that the championship game cannot be played, but we are so proud of all of the players and staff members and their hard work during this truly challenging season," said Sun Belt Commissioner Keith Gill. "We will honor both teams as 2020 Sun Belt Conference Co-Champions."Coastal Carolina defeated Louisiana in October by a 30-27 margin.Of the eight college football games canceled this weekend, five include a Top 25 team.The upcoming college football weekend features several big matchups that will determine the four teams that will be invited to the College Football Playoff. EL CAJON (KGTV) -- Authorities are working to clear a fuel spill Sunday afternoon after a small plane crashed landed onto a quiet El Cajon neighborhoodThe plane crashed sometime around 2 p.m. at 2nd Street and El Rey in El Cajon.The pilot was en route to Gillispie Field, a little more than a mile from where it crashed.Authorities say two people were on board the aircraft but suffered no injuries.There was a small fuel leak following the crash and the plane knocked down some wires when it crash landed.  Police are asking the public to avoid the area until about 4 p.m. Sunday.This is a developing story.  Stay with 10News for updates. 687
