(KGTV) - Loved ones are mourning the death from COVID-19 of a retired CHP officer and beloved grandfather.Raul Martinez first started feeling sick in late August."Really tired and a fever," said Claudia Martinez.He tested positive for coronavirus and got sicker and sicker."He started complaining about having trouble breathing and he wouldn't eat," said Martinez.A few weeks after his first symptoms, his family brought him to the ER, where he was admitted.Raul, a diabetic, received various treatments, including Remdesivir, but late last month, he was placed on a ventilator."Super scared and panicked," said Martinez.Less than 24 hours later, Raul Martinez, a retired CHP officer, died at the age of 70."It was just shock and more pain than I can describe," said Martinez.Claudia says the father of four and grandfather of nine retired from the CHP a decade ago, after three decades on the job."He took pride definitely in servicing his community. He took pride in being a just person," said Martinez.He was also a careful person. During the pandemic, he and his wife were taking all the precautions."They were staying home a lot, wearing masks," said Martinez.She has no idea where he contracted the virus. As the pandemic continues on, she has a plea for others."Please do take it seriously, if not for yourself, for your loved ones ... Think of others and wear a mask. It’s not too much to ask. CHULA VISTA (KGTV) - A DUI/Driver's License checkpoint at one of Chula Vista's busiest intersections led to three arrests, police said.The Chula Vista Police Department said officers screened 751 vehicles at the checkpoint which was was conducted between 7 p.m. Friday and 1 a.m. Saturday in the 600 block of Palomar Street.Police said the three drivers were arrested for driving under the influence of alcohol. In addition to the three arrests, police impounded nine vehicles and issued 21 citations for people driving without licenses or on suspended licenses. No other details were released.A total of 51 citations were issued for "various vehicle code violations," according to police."DUI/Drivers License checkpoints have been shown to lower DUI deaths and injuries. A major component of these checkpoints are the deterrent effects it has on those who might drive drunk or drugged impaired, bringing about more awareness and encouraging everyone to use sober designated drivers," the Chula Vista Police Department said in a release.More than 1,300 cars traveled through the checkpoint, police said.The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration."The Chula Vista PD will be conducting additional DUI/Drivers License Checkpoints through out the remainder of the year in our ongoing commitment to lowering deaths and injuries upon our streets and highways," police said. 1505

(KGTV) — Six people were arrested Tuesday during a demonstration over flu shots for detained migrants.More than 100 people, many of whom are medical professionals, gathered outside Chula Vista's Customs and Border Protection headquarters to call for a meeting over healthcare policies for detainees. Demonstrators say doctors offering free flu clinic services at the Chula Vista Border Patrol Station on Monday were turned away. The group added that a free pilot program was also rejected by the Trump Administration.Tuesday, some protesters took to lying across the headquarters driveway during the demonstration, prompting authorities to declare the gathering an unlawful assembly. Demonstrators were given six minutes to disperse, before officers arrested the six individuals.Demonstrators say the lack of flu clinic services for those inside detention centers poses a health risk to them and the public."Flu deaths are preventable and large scale vaccination is not unprecedented. Our government has undertaken similar efforts in the past and has the resources to do so now," doctor Marie DeLuca, of Doctors For Camp Closures, said. "This is about a complete disregard for human life, government accountability and a failure of our government to protect not only the people held in detention, but all people within our borders.”A CBP spokesperson said in a statement to 10News it has never been their practice to administer vaccines and they are making efforts to clear holding facilities within 72 hours:"Individuals in CBP custody should generally not be held for longer than 72 hours in either CBP hold rooms or holding facilities. Every effort is made to hold detainees for the least amount of time required for their processing, transfer, release or repatriation as appropriate and operationally feasible. Due to the massive influx of migrants recently and the changing demographics, at times, CBP has not been able to limit time in CBP custody to 72 hours. However, that is still the goal and the agency, working with partners, is still doing everything it can to move people out of temporary CBP holding facilities.As a law enforcement agency, and due to the short term nature of CBP holding and other logistical challenges, operating a vaccine program is not feasible. Both ICE and HHS have comprehensive medical support services and can provide vaccinations as appropriate to those in their custody."Over the last year, three children died from influenza-related infections while in U.S. immigration custody. 2549

  

CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. (KGTV) - Surveillance video shows a woman at the front door of a home in Chula Vista doing a face-plant to avoid police.Along Paseo Burga, Lillie Utz got an unexpected visitor outside her front door as she was sewing Christmas presents on Saturday afternoon.Through a window, Utz saw a woman racing back and forth in her front yard. Turns out neighbors had seen the same woman running in and out of yards. At least one of them had called police. Soon after, video shows a woman at Utz's front door. She grabs at the door handle, but it's locked.RELATED: Video: Female duo raids La Mesa house as owner watches on doorbell cam"Very scary to think someone would walk into your home. I was about six feet away sewing," said Utz. In the video, the woman can't get in, so she kneels and hides. She grabs a cushion to shield her face as a police cruiser drives by."She got up and another car drives by.
