It affected his two front paws, turning them almost 180 degrees. Unable to walk or stand, Dr. Erik Clary performed corrective surgery at just seven weeks old back in January. His owners, who run Oliver and Friends Farm Rescue and Sanctuary near Tulsa, said it was difficult watching him in casts, not able to do anything. Jennie Hayes said they had to watch him constantly because he was immobile. Hayes said he never lost his spirit. "The first couple of days there was a lot of tears on my part and on Milo’s part," Hayes said. "Although, I can say Milo handled it a lot better than I did. He never lost his bark. He’s always had a lot to say, that certainly didn’t change.” Hayes said immediately after the casts came off, the challenge was holding him back for his own safety.As part of his rehabilitation, he went for short walks, swam and had muscle stretching exercises. After months of strengthening, Milo can now walk and play like other dogs. Dr. Clary said they had concerns that the condition would affect his growth, but they do not expect it to be an issue later down the road. Roughly a dozen individuals on the terror watchlist were encountered by federal officials at the US southern border from October 2017 to October 2018, according to an administration official familiar with data from Customs and Border Protection.The number of individuals encountered at the southern border is a very small percentage of the total known or suspected terrorists who tried to enter or travel to the US in fiscal year 2017. That much larger number has been touted by the administration as it seeks to gain support to build a wall on the border.The official adds there are not significant numbers of known or suspected terrorists crossing the southern border but the number went from "zero to a small increase" over the last couple of years.But the official said that while the number of potential terrorists trying to cross the border is minimal, the Department of Homeland Security is concerned that terrorists could try to exploit immigration patterns.A State Department report for the year 2016 said, "There are no known international terrorist organizations operating in Mexico, no evidence that any terrorist group has targeted U.S. citizens in Mexican territory, and no credible information that any member of a terrorist group has traveled through Mexico to gain access to the United States."Of the approximately dozen individuals, around half were prevented from entering the country at a legal port of entry on the southern border and the other half were apprehended crossing the border illegally between ports of entry. The official did not provide details of whether any of the individuals are currently in US custody. The official noted that just because someone is believed to have a tertiary affiliation doesn't mean there is a prosecutable crime for the Department of Justice to pursue, but it's enough to make sure the individual doesn't make it into the US and for the US to pursue repatriation.DHS has said -- and reiterated in a fact sheet released Monday night -- that 3,755 known or suspected terrorists tried to enter or travel to the US in fiscal year 2017. Singapore is set to become the first country in the world to ban ads for unhealthy drinks with high sugar content in what it says is the latest move in its ongoing "war on diabetes."The ban, which will apply to "the least healthy" sugar-sweetened beverages, will cover all media platforms including print, broadcast and online, said Edwin Tong, Senior Minister of State for the city-state's Ministry of Health.He told reporters at a press conference on Thursday that the decision was made after a "public consultation" in the form of a survey.Soft drinks, juices, yogurt drinks and instant coffee would all be affected by the new regulation, the ministry said in a press release.The ministry also says it will continue to gather consumer and industry feedback in the next few months, before announcing further details on its implementation next year.In addition to an ad ban, the ministry announced that sugary drinks would also be required to display a color-coded, front-of-pack nutrition label to list nutritional quality and sugar content.Tong said the two measures were only the first steps in the city-state's efforts to combat diabetes. Two other proposals, including the possibility of introducing an excise duty or even an outright ban on high-sugar drinks, are still "on the agenda.""We intend to study them more carefully," he added.
