CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

(KGTV) – The Legoland Hotel in Carlsbad is set to reopen before the theme park.Legoland California officials said the hotel, located on the same grounds as the Legoland theme park, will reopen to the public on Friday, July 17.With the reopening of the hotel, officials confirmed there will be numerous health and safety modifications in place such as social distancing practices and enhanced cleaning regimes.Legoland Hotel will operate in a reduced capacity, take cashless payments, and have a face coverings requirement for all guests three years of age and over. Hotel staff will also be required to don face coverings.Officials said those interested in staying at the hotel should book reservations online.The announcement of the hotel's reopening comes a week after officials said the Legoland theme park, which was shut down in March due to the COVID-19 pandemic, would not reopen prior to Aug. 1.A reopening date for the theme park has not yet been determined. 992

BURBANK, Calif. (AP) — Traffic was backed up for miles for thousands of drivers Friday night on a busy Los Angeles-area freeway after a chase that lasted well over an hour and saw the driver repeatedly back into police cruisers.At one point after backing into a cruiser, the man gestured from his window with what appeared to be a knife.The man drove onto Interstate 5 in Burbank the wrong way, eventually passed a police barrier and rammed into several cars before stopping.Police evacuated drivers from their cars while they had their guns trained on the car. The driver eventually got out. It appeared that officers used a stun gun on him, prompting him to get back into the car.A standoff pursued and eventually ended after the man got out of the car, laid down for a while and tried to run away. CHICAGO (KGTV) -- Police say three people were shot and one person is dead after a shooting at a Starbucks in Chicago Thursday night.According to ABC 7 in Chicago, the shooting happened in the city's Uptown neighborhood at 8:30 p.m. Police say a 12-year-old was transported to the hospital in unknown condition after being shot in the groin. An adult male was shot and took himself to the hospital.
