BEIJING, June 12 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered that supplies for the summer harvest be guaranteed amid reports of shortages in some areas.     Following their order, the State Council has asked local governments and related enterprises to prioritize supplies such as diesel, the fuel for farm vehicles, to take advantage of the best time for the ongoing wheat harvest.     Tight supplies of diesel were reported in some areas since the country began to reap the wheat crop in May as refiners experienced losses resulting from domestic prices that were kept below the spiraling international prices. China's hotel and catering industry saw its retail sales rose 24.3 percent in the first seven months over the same period last year, the Ministry of Commerce (MOC) said on Friday.The growth rate was 6.5 percentage points higher than the same period last year, said the MOC on its website.Retail sales of the country's hotel and catering industry amounted to 837.49 billion yuan (1.99 billion) between January and July, accounting for 14 percent of the nation's total domestic retail sales during the same period.China's retail sales of consumer goods in the first seven months of this year was 5.9672 trillion yuan, up 21.7 percent, compared with 15.5 percent growth rate recorded over the same period of last year.Foreign hotel and catering enterprises established 399 new branches in China during the January and July period, down 18.2 percent over the same period last year, while contract value rose 4.3 percent to .71 billion.The country's hotel and catering industry reaped 116.8 billion yuan in July alone, representing an increase of 26.5 percent over the same month last year, according to the MOC.

BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. These efforts include closing major polluters, removing outmoded cabs and reconditioning gas stations to capture harmful chemicals.     Beijing aims to have 70 percent of the days up to standard this ear, which meant there should be at least 256 blue sky days.     It has been working to reduce pollution and improve the air quality to ensure a "Green Olympics."     For example, the municipal government cut public transport fares in an attempt to lure local residents out of their private cars, which could cut auto emissions. The city also converted 18,000 outdated coal-fired boilers and installed electrical heaters in 20,000 detached houses, replacing coal-heated devices.     Beijing is also considering traffic controls during the Olympics, in which drivers with even- and odd-numbered license plates, except taxis, buses and emergency vehicles, would only be able to drive on alternate days. Offenders would be fined.     During a test of this proposal conducted from Aug. 17-20, about1.3 million cars were taken off the city roads each day and the amount of pollutants discharged was cut by 5,815.2 tons, according o a report by the Beijing Municipal Bureau of Environmental Protection.

GENEVA -- The Tibet issue is not an ethnic issue, not a religious issue, nor a human rights issue, but an issue either to safeguard national unification or to split the motherland, a Chinese diplomat said in Geneva on Friday."The Tibet issue is entirely an internal issue of China which concerns the country's sovereignty," said Qian Bo, counsellor of the Chinese Mission to the UN Office in Geneva.The diplomat was addressing a regular session of the UN Human Rights Council, during which some delegates made biased comments on the so-called human rights situation in Tibet.Those delegates' comments were "an evident act of politicizing human rights and practicing double standards," said Qian.Qian stressed that the human rights situation in Tibet had improved continuously since its peaceful liberation in 1951.He said Tibetans are now enjoying full religious freedom and their traditional culture has also been carried forward."The progress and achievements made in Tibet are facts that cannot be written off by lies and libels," he said.The diplomat stressed that the violent crimes committed in March in Lhasa, the capital of southwest China's Tibet Autonomous Region, were mastermind and incited by the ** clique aimed at splitting the motherland.The riot has nothing to do with human rights, so China cannot accept any unreasonable accusations, he said.The diplomat also urged the Human Rights Council to avoid politicizing human rights and remove double standards in order to maintain its prestige and credibility.
