SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol.This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top.While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery. Any such alcoholic beverages must be packaged in a container with a secure lid or cap and in a manner designed to prevent consumption without removal of the lid or cap."Raso said while he appreciates the relaxed restrictions, he's still sitting on at least ,000 in kegs he can't sell."Allow us to repackage the beer from the taps," Raso said. SAN DIEGO (KGTV) -- The City of San Diego declared Thursday, August 6, as "Officer Jonathan Wiese Day."Wiese was the San Diego police officer who saved two-year-old twin girls after their father drove off Sunset Cliffs in June. The officer also saved the girls' father from the water.On Thursday, a proclamation was read and presented during a virtual Rancho Bernardo Community Council meeting.Wiese said he didn't rescue the girls for recognition, but said it was nice to see community support.The rescue happened early in the morning on June 13. Wiese, a K-9 officer, rappelled off a cliff using his 100-foot long dog leash to help.Wiese told 10News he is actually scared of heights and was thankful that it was dark the morning of the rescue.He joked that his wife told him he wouldn't have to wash the dishes on his day and that he hoped he'd get a free cup of coffee.Wiese was also the officer that helped take the suspected Poway Synagogue shooter into custody in April 2019. 989

SAN DIEGO (KGTV) -- The FBI and police are asking for the public’s help identifying a San Diego bank robbery suspect.Police say on March 6 around 10:45 a.m., a man robbed the Chase Bank on the 1700 block of Rosecrans Street.The man passed a note to the teller demanding cash and threatening to use a weapon. SAN DIEGO (KGTV) — The City of San Diego could make the unorthodox move of refusing to reveal a directory of its 11,000-plus employees.A new memo from City Attorney Mara Elliott's office says officials fear doing so could increase the risk of cyber attack. "You have indicated that releasing all City employee email addresses at once could create a potential threat to the City's cybersecurity because it would make it substantially easier for bad actors to launch phishing attacks against the City, which could interrupt critical City operations," says the Sept. 20 memo. The Union-Tribune recently made a California Public Records Act request for names, work email addresses and phone numbers of all city employees, which is disclosable under the act. Cyber security experts say public agencies have been facing a barrage of hacking attempts because they control critical civic operations. Last year, hackers shut down some operations at the Port of San Diego, and the city of Atlanta has spent millions to recover a system after a ,000 ransomware attack. Ted Harrington, an executive partner at Independent Security Evaluators, said hackers often try to get victims to open attachments in emails, known as phishing. "It's an attack method where when the victim either clicks a link or downloads an attachment, that automatically installs some sort of malware or directors that particular victim to a malicious website, and then all kinds of bad things can happen from there," he said. The City Attorney's memo existing case law suggests there are circumstances where not disclosing the list of workers outweighs the public interest in disclosing them, but leaves it up to the city on a final determination. Jeff Light, the editor and publisher of the Union-Tribune, said in a statement that he understands the cyber security concern, but that it shouldn't keep the information from being disclosed. "Public information law in California says that 'access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state,'" Light said.
