SAN DIEGO (KGTV) -- Rainy days like these are not ideal for downtown bartenders like Brittany Devine. She works at the Knotty Barrel on Market Street, relying on tips to help make the rent. “It’s a lot slower than in the summer, when we have baseball games and conventions,” said Devine. She pays 0 to split an apartment in North Park. “I feel like I’m saving all of my money for the first and then all of my money gets swiped for rent." Devine among thousands of San Diegans competing for the region’s low supply of homes.The average rent in the county is now about ,900 a month, according to Marketpointe Realty Advisors. One of the big challenges is that people keep moving to San Diego for jobs, but there aren’t enough homes being built to accommodate them. The state reports that employers have added 26,000 payroll positions in the last year, but developers have only pulled permits for about 11,500 new housing units. “You can’t have population growth and one half of the units that are needed to house these people,” said Borre Winckel, who heads the San Diego County Building Industry Association. The BIA’s new report says San Diego County homes are nearly 60 percent more expensive than the national average. “Developers and builders can’t respond to the demand because the cost to construct the new units exceeds the pocketbook of the folks who need these houses the most,” Winckel said, adding labor costs and regulations are the two biggest challenges.Meanwhile, new laws continue to be developed - one, taking effect Jan. 1, streamlines more affordable developments near transit centers. SAN DIEGO (KGTV) -- San Diego County issued cease and desist orders to several businesses Monday after the county entered the state’s restrictive purple tier.According to the county, the orders were issued to several local restaurants, gyms, and yoga studios.The news came after Governor Gavin Newsom hit the brakes on economic activity, moving 28 more counties into the state’s most restrictive tier.The purple tier restricts capacity at retail businesses, closes gyms, and limits restaurants to outdoor-only service.Monday, Newsom forced 41 of California’s 58 counties to the purple tier. SAN DIEGO (KGTV) -- San Diego City Attorney Mara W. Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. Elliott hopes the action makes the owners clean up the property and relieves neighbors. 2644

  

SAN DIEGO (KGTV) - San Diego Gas and Electric is addressing another round of higher-than-normal energy bills, saying it’s no mistake.In an email sent to customers this week, SDG&E said July 1 through August 21 was the hottest on record in their territory.The heat wave drove up power usage and power bills. SDG&E said even coastal residents were steadily running their air conditioners during that period.The SDG&E email included tips for keeping power use lower. Among them: signing up for alerts, so you know your power tier. 547
