ESCONDIDO, Calif. (KGTV) -- The County is investigating complaints from neighbors that a business owner with a criminal history for fraud may have converted a former hotel into a drug treatment center without proper permitting.Residents living near the former site of the Tuscany Village Resort on Circle R Way in unincorporated Escondido say they started noticing people wandering trough their neighborhood this summer."The people that are staying there have told us they're getting treatment," said one neighbor, who asked not to be identified.The property was acquired in March by NSI Services, LLC, according to public records. The company identifies itself as a "drug rehab" in its incorporating paperwork."Our concern is the safety and well-being of our community with a gentleman who seems to have disregard for the law," the resident said.NSI Services is owned by Larry Burns, an entrepreneur with several aliases who served prison time for mail and wire fraud and has been charged with crimes in at least three states.Burns, who also goes by Lawrence Burzynski, did not respond to phone calls by 10News seeking comment Monday or Tuesday.Burns was once the president of the Escondido-based Crosby Centers and is listed as a director of the Crosby Clinic on its website. Neighbors say they've seen a Crosby Clinic van parked at the resort.The clinic advertises drug rehab services along with treatments for traumatic brain injuries and CTE, and attracted media attention for treating former NFL players. In 2015, the NFL Players Association issued a warning to players about Burns, urging players using his services to "exercise extreme caution."Burzynski "has accumulated numerous convictions for felony FRAUD related violations," the bulletin read. "He has been convicted in federal prosecutions in Wyoming, Colorado, California and elsewhere."The old Tuscany Village Resort is not zoned for drug rehabilitation or medical services. After complaints by neighbors, code compliance inspectors began investigating the property on August 7, according to a letter from County Planning and Development Services Director Mark Wardlaw.The owner "indicated they had not yet finalized their plans for the property" but "noted that he may use the property as a resort that may also provide brain injury and other medical treatments," the letter stated. The owner, who was not identified in the letter, said he did not intend to offer drug or alcohol treatments at the facility."We will continue to keep our code compliance case open until we have received all the information required to classify the use," Wardlaw wrote.Staff gave the owner a 0 citation on September 12 for improperly storing items in the parking lot. When a 10News reporter visited the property Monday, there was still furniture and other items in the parking lot.The owner has until October 9 to clean up the property, said County spokeswoman Tammy Glenn."We will continue to update residents in the area and work with the property owner to ensure compliance with County codes," she said.Late Tuesday, a man who identified himself as one of Burns' employees contacted 10News, saying the hotel was undergoing renovations and would open next year as a Bavarian-style spa. The man named Jeff said other than himself, no other Crosby Clinic employees were working at the property and the resort would not be used for drug treatment."They think because they see a Crosby van it's going to be drug and alcohol [treatment], but that's not the case," he said. "It's going to be a whole different place" with water falls and a new pool, he added. 3616
ESCONDIDO, Calif. (KGTV) -- Edward Long will spend 50 years to life in prison for the murder of Elizabeth Perez, whose body was found in a car along I-15. Her family called Monday's sentencing a welcome bit of justice and closure. "It's hard to understand what happened," says Angela Perez, Elizabeth's mother. "She did not deserve this. The fear she must have felt, it kills me."Long killed Perez on June 12, 2016. Police say he shot her once in the head and then left her body in her car on the side of the I-15 freeway.RELATED: Arrest made in death of woman found in carHe was convicted of her murder in a trial in February, 2017. During sentencing, her family begged the judge for the maximum sentence, 50 years, which Long got."He should never be allowed to be free and walk with society," Elizabeth's Aunt, Lisa Perez. "He will kill again."Family described Elizabeth as the happiest relative, the one who got everyone together and served as a second mother to her younger sisters and her nephew, Nathan."Every day I think about her," says sister, Jasmine Guillen. Elliot Kreitenberg and his dad started, as he says, "tinkering" with ultraviolet cleaning light back in 2011. They simply wanted to clean basketballs and volleyballs."There’s some concerns about handshakes before and after games in volleyball tournaments and we realized the ball itself can transmit germs from person to person,” Kreitenberg said.Now, their technology that was once used to clean all of those balls - and some hospitals too- is now being manufactured to sanitize airplanes. Back then, they called it the "Germ Ninja."“It looks like a BBQ and you drop a basketball or volleyball and it rolls through and in 15 seconds you can disinfect a ball during a time out,” Kreitenberg said.By the time Kreitenberg, 28, went off to college, he and his family realized something about the airline industry as they took family trips. The planes really needed that same technology.“We realized that airlines don’t have a good way to keep the planes sanitary and we thought maybe there was a way we could apply UV-C there,” Kreitenberg said.So, they re-designed it into the size of a beverage cart and decided to call it the "Germ Falcon." That was in 2014.“And (to) make it fit like a puzzle in the cabin, these wings go over the seats and under the overhead bins and the lights shine up and down and out toward the windows and you can push it up and down the aisle and disinfect all the commonly touched surfaces,” Kreitenberg said.It took them a while to make it fit all the different types and styles of planes. Back then, someone asked Kreitenberg what it would take for the business to take off.“My answer was I’m really not rooting for a pandemic but the experts think we’re overdue for one and we want to work with the airlines to get out in front of it we’re prepared and hopefully we can limit the impact.,” Kreitenberg said.The Kreitenbergs then decided to use it in hospitals. They were in the process of making it work for healthcare when the pandemic he predicted happened.“And then COVID hit and the airlines were in huge demand for our Germ Falcon product line and that’s what this company started on and airlines played a huge role in the way disease spreads around the world and we’re seeing that today,” Kreitenberg said.They started getting flooded with requests from airlines. Which is where Honeywell comes in. They're now partners with the Kreitenbergs and own the manufacturing and sales rights.“We’re taking proven hospital technology that’s been utilized for decades to clean hospitals and we’re now taking that through this product into the aerospace environment and giving the airlines a tool that’s been proven for reducing viruses for years,” Kreitenberg said.Brian Wenig, a general manager within Honeywell's Phoenix based Aerospace component says they're working to get passengers back in the air. The Ultraviolet Cleaning System cleans the aircraft in under 10 minutes.“It has the ability to not only clean the seats and high touch surfaces in the cabin, it also has the ability to clean the aircraft lavatories and the galleys where the crews are working,” Wenig said.They're already in negotiations with airlines and international demos are coming soon. They plan to have 50 available by the end of July and manufacturing 100 per month through the summer. The airlines say one machine can serve five gates to meet the turnaround times between takeoff and landing.The Kreitenbergs say NASA is next. They're working on a zero gravity drone now, like a Roomba for the International Space Station.“I expect you’ll see these in airports and hotels and schools and gyms, athletic facilities and more by the end of 2020 for sure,” Kreitenberg said.He also said it'll be a global household name, or as he says, "The apple of hygiene in the post COVID era." 3792
Fast food sandwich chain Subway expects to close about 500 stores in North America this year.But it's also hoping to open as many as 1,000 stores overseas.The company has 44,000 locations globally -- more than any other retailer. The National Retail Federation put its US store count at nearly 27,000 as of 2016, compared to 17,500 for Yum Brands, which runs Pizza Hut, Taco Bell and KFC, and the 14,000 locations for McDonald's.The company said Wednesday it expects stores to close after it rolls out a revitalization plan, announced last summer, that will require franchise owners to invest more in their operations. All Subway stores are franchise owned, rather than owned by the company. The plans to revamp locations include adding self-service kiosks, more comfortable seating and Wi-Fi and USB charging ports. In February, Subway also announced plans for a loyalty program to win back customers and stem slumping sales.Store closings are new for Subway. It had a net loss of more than 350 US stores in 2016, the first year in the company's history that it trimmed rather than increased its number of stores. Cadillac's Super Cruise, the only hands-free semi-autonomous driving feature on the highways, is now on local roads. 10News reporter Michael Chen went to North County Cadillac and took a long for a test drive in the CT6 sedan on I-15.Once on the highway, the feature was activated with the push of a button on the steering wheel. The feature allows the driver to go feet- and hands-free as long as you stay in one lane. "If someone slows down in front of me, it will slow down our speed," said Drew Doran.While other driver-assistance systems use cameras to center a car, Doran says General Motors has extensive laser mapping of US highways that leads to better accuracy."It actually knows what is ahead of the vehicle," said Doran. On the hour-long drive, we tracked every curve and every time, it stayed in the center of the lane. The driver still expected to be on standby. A camera on the steering wheel watches for distractions. If the driver is doing something like reading and blocking that camera, it will warn the driver.When we blocked the camera, a green light flashed - the first of several alerts - before Super Cruise disengaged. Doran says he recently went on a trip to Los Angeles with his wife. He says he used Super Cruise for about 80% of a drive that left him feeling relaxed. "Not the usual back pain.
