SAN DIEGO (KGTV) – Authorities are searching for a person suspected of starting a trash can fire that scorched the side of a Normal Heights home early Thursday morning.At around 2 a.m., San Diego Fire-Rescue crews were called to the 3300 block of Meade Avenue in response to a trash can on fire next to a house.Some residents told ABC 10News they heard noises at the trash cans and the saw a fire begin to ignite.Screams from residents apparently scared off a person believed to have sparked the blaze.As fire crews arrived, flames from the trash can burned the side of one house. The fire was quickly knocked down before it could engulf the entire home.ABC 10News learned one person was displaced due to the fire; no injuries were reported.A description of the person suspected of starting the fire was not immediately available.Arson investigators are involved in the fire probe. 889

SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. Jack Schaeffer, president of the San Diego Police Officers Association, said bring more officers would make police more available in their communities, which he said has suffered due to staffing shortages. “We have less time to be able to get to know our store owners and business people and the residents, because we’re going from call to call to call,” he said.The council also approved a bonus program for current officers who bring recruits to the Police Academy. SAN DIEGO (KGTV) - California’s Republicans are hoping to grow the party’s numbers in the state despite current odds.Roughly a quarter of California’s voters are registered Republican and in San Diego the GOP is seeing people jump ship.The San Diego GOP has lost thousands of voters in the last year with San Diego County Voter Registrar reporting 491,783 Republicans in May of 2018— compared to a little more 500,000 in May 2017.“A lot of that is the bullying or the stereotyping that goes on with being a conservative,” said Justin Clark, a 19-year-old conservative running for state assembly in Los Angeles, “you have a lot of people not wanting to identify as conservative, but a large portion of those 'undeclared to say' voters are.”The number of undeclared voters in San Diego is 476,186 in 2018 compared to approximately 461,000 just a year ago.“Whether your for or against the two-party system is irrelevant,” said Clark, “but its how those people feel. It’s why those decline to state numbers keep going up because they want to stay with them, they want to identify as them.”Among the California GOP’ers convening in San Diego the first weekend in May are other young faces.Morgan Murtaugh is a 25-year-old former news anchor running for Congress in California’s 53rd District, which is currently held by incumbent Democrat Susan Davis.Murtaugh says she’s gotten death threats over her conservative political leanings.“I mean my grandparents immigrated here from Mexico,” said Murtaugh, “I’m Mexican and I’m a woman. People look at me and they’re like ‘how are you identifying as a Republican they hate you?’ They don’t.”Murtaugh says she and other young Republicans are trying to break the stigma they say is a fabrication of the other side.“I want to change that assumption, said Murtaugh, “I want people to see that we can be for equal love, and we can be pro-environment. SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup.The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. SAN DIEGO (KGTV) — Consumer spending in San Diego was down nearly .3 billion between February and April 2020, showing just how badly the COVID-19 pandemic crippled the local economy.Since stay-at-home orders began in March, SANDAG says taxable sales in the region dropped from an average of .3 billion to billion in April.The largest losses in the region were seen at apparel stores (an 83% decrease in sales) and restaurants (down 67%).On the other side, big-box retailers like Costco, Target, and Walmart have fared well, SANDAG says. Grocery stores and pharmacy, though, were actually down 10% in taxable sales. Home improvement sales were also up, likely due to stimulus checks, SANDAG adds."It is interesting to learn that grocery stores and pharmacy sales are actually down by 10%, while home improvement sales have spiked," said SANDAG Chief Economist Ray Major. "We can assume that during the pandemic, people had more time to work on outdoor landscaping, gardens, and other home beautification projects. Plant seed companies also saw increases-- nearly four times their average sales."Consumer spending among online retailers like Amazon increased 35% as well.SANDAG's report estimates that consumer spending will continue to be down through August, though slightly less each month. 1306
