CHENGDU, Nov. 3 (Xinhua) -- A senior Chinese government official said Wednesday that major geological disasters and densely-populated regions would be the two main areas to monitor in the nation's efforts to guard against losses caused by such disasters. In the first 10 months of 2010, 2,909 people were dead or missing following over 30,000 recorded geological disasters, Xu Shaoshi, the Minister of Land and Resources, said at a meeting held Wednesday in Chengdu, capital city of southwestern Sichuan Province.Further, the number of people dead or missing during this period was five times higher than in the same period last year, said Xu.However, the majority of these victims, about 2,000 people, were killed or went missing after five major mud and rock slides which struck areas in west China's Guizhou, Gansu, and Yunnan provinces, Xu said.A massive mudslide triggered by rainstorms slammed Zhouqu County in northwest China's Gansu Province this past August, leaving 1,510 dead and 255 others missing."Our focus in loss prevention and control in the future will be to closely watch the major geological disasters and the areas with high human concentrations," said Xu.Xu also urged local governments to make specific plans regarding geological disaster prevention, improve the assessment and pre-cautionary monitoring mechanism, and beef up rescue and response systems in the event of an emergency.

BEIJING, Oct. 20 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday said the country's 12th five-year development plan, starting in 2011, should reflect the consensus of the entire society and motivate people from all walks of life.He also encouraged national political advisors to actively offer suggestions for the plan.Wen made the remarks in Beijing at a meeting of the Standing Committee of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body. The national political advisors convened their meeting two days after the Communist Party of China (CPC) Central Committee ended a four-day plenary session that set the outline of the 12th five-year plan, with key objectives in economic restructuring and improving living standards nationwide among others. In Wednesday's meeting, Wen said the State Council, or the Cabinet, would draw up the plan as outlined by the CPC Central Committee. He also said the theme of the 12th five-year plan was "scientific development" and would require China to accelerate the transformation of its economic growth mode, which he called "a strategic task of great urgency."The meeting was presided over by Jia Qinglin, chairman of the CPPCC National Committee.

URUMQI, Sept. 25 (Xinhua) -- Senior Chinese leader Zhou Yongkang has called for breakthroughs in the development of northwest China's Xinjiang Uygur Autonomous Region during his five-day inspection tour there.Breakthroughs should be achieved in efforts to resettle herdsmen, promote bilingual and vocational education, utilize natural resources, and develop industrial parks, said Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China Central Committee.Zhou told local officials to thoroughly carry out policies set by the central government to develop Xinjiang and strive for the improvement of well-being for the locals.Zhou traveled across the sprawling Xinjiang, about one sixth of China's territory, from Sept. 19 to 24. BAOSHAN, Yunnan, Sept. 2 (Xinhua) -- The death toll from mudslides that hit a village in southwest China's Yunnan Province Wednesday has climbed to 12, and 36 are still missing, the rescue headquarters said Thursday.By 9:30 p.m. Thursday, rescuers had saved 23 people from the rubble of homes in Hedong Village of Longyang District in Baoshan City, headquarters officials said at the site. The accident happened at about 10:20 p.m. Wednesday, trapping 71 people from 21 families. An initial investigation blamed the tragedy on loose dirt and rocks sitting on a sleep slope which had been soaked in rainfall for about ten days.More than 1,000 people have participated in the rescue operation and more than 120 medical workers are treating the injured and disinfecting the site.Tents, quilts, clothes and plenty of first-aid materials have been sent to the site where rescuers are evacuating people to safe places.

FUZHOU, Oct. 23 (Xinhua) -- Hundreds of thousands of residents have been evacuated as Megi, the 13th typhoon to hit China this year, made landfall in Zhangzhou City in the southeastern Chinese province of Fujian at 12:55 p.m. Saturday, authorities said.As of 2 p.m., 272,300 people have been evacuated, according to officials at the provincial department of civil affairs. Also, there was no immediate report of casualties in Fujian. But disasters caused by typhoon Megi have claimed 11 lives in Taiwan, across the Taiwan Strait. The typhoon has weakened into a strong tropical storm after landing at Liu'ao Town of Zhangpu County, southern Fujian, packing winds of up to 140 km/h.The storm is expected to move northward at 10 km per hour and further weaken to become a tropical depression, according to the National Meteorological Center. The cloud cluster brought by the storm, however, will be hovering over the southern coast of Fujian for some time and is expected to dump more rain in the areas, according to the Fujian provincial meteorological bureau.Zhangpu received 243 mm of rainfall, and neighboring Yunxiao County recorded 332 mm between 8 a.m. Friday and 5:30 p.m. Saturday. The precipitation in cities of Zhangzhou, Xiamen and Quanzhou will reach 100 mm in the next 12 hours, the provincial meteorological bureau said. The storm will also be responsible for heavy rains in Fujian's neighboring provinces of Guangdong and Zhejiang.Influenced by the typhoon, 79 flights at the airport of Xiamen City, also in Fujian, had been canceled as of 8:30 a.m. Saturday, and the Dadeng Bridge, which connects Xiamen City and Dadeng Island, has been closed since 7 a.m.The Ministry of Civil Affairs said late Saturday that it has launched an emergency response by sending working groups to coordinate disaster relief efforts. Also, Sun Chunlan, Communist Party chief in Fujian, has ordered local officials to be on high alert against possible heavy rains and geological disasters.
