CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

(KGTV) - A growing number of San Diego County high school students are being recruited to act as drug mules for Mexican cartels, the U.S. Attorney for San Diego said Tuesday.The most recent charges were filed against Philip Junior Webb, a former student at Castle Park High School in Chula Vista. Federal prosecutors accuse Webb of conspiracy to distribute controlled substances and bringing in unlawful aliens, including a Mexican national and Chinese national, for financial gain.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Sherri Walker Hobson.According to court documents, Webb was a high school senior who recruited other students to smuggle methamphetamine and Fentanyl into the United States on multiple occasions.On each occasion, the juveniles had drugs strapped on their bodies as they attempted to enter the United States, investigators said.“This is a dangerous trend because this is no longer a situation where it’s the guy with the tattoos on the corner parking lot recruiting people to do drug deals. This is someone who is one of the students. He’s one of the students. He could be your lab partner. He could be the guy next door. He could be the girl next door in the school locker area,” said Walker Hobson.Webb is scheduled to appear in court Thursday.In an unrelated incident, another high school student was charged with conspiracy to distribute methamphetamine at San Ysidro High School.  Agents said they found five kilograms of methamphetamine in the student’s back seat. 1595

CHULA VISTA (CNS) - A former employee of the Sweetwater Union High School District who siphoned more than ,000 from the district was sentenced Wednesday to a year of house arrest, three years of probation, and was ordered to repay the school district.Danya Margarita Williams of Chula Vista, 42, pleaded guilty in May to an embezzlement charge for taking money paid by prospective employees through job application fees.In addition to house arrest and probation, Williams was ordered to pay back ,988 to the school district. Another embezzlement count and a grand theft count were dismissed as part of the plea deal.As part of her job, Williams was responsible for processing money orders received for fingerprint background investigations at the district, which are required during employment screenings, according to Chula Vista Police Capt. Phil Collum.Each background investigation costs between to per applicant, and the applicants pay the fee using money orders, he said.``Instead of processing the money in accordance with district requirements, Williams deposited the money into her personal bank account,'' Collum said.District officials discovered the embezzlement -- which occurred between June 2016 and December 2017 -- and reported it to police, he said. (KGTV) - Three people managed to crawl out of their flipped car after it crashed in Chula Vista.According to Chula Vista Police, the crash happened around 1:00 a.m. on East H Street and Otay Lakes Road.Police say the driver was speeding and lost control on a curve, hit the center divider, then started spinning before the car flipped onto its roof.The driver and the two passengers crawled out of the wreckage just as paramedics and police arrived.Two people were taken to a hospital, and the third person was treated at the scene. All of them are expected to be okay.Police believe speed was a factor in the crash. 644
