SAN DIEGO (KGTV) -- When a car breaks down or a housing voucher falls just short, San Diegans can slip through existing safety nets and into homelessness. Supervisor Nathan Fletcher and members of the Regional Task Force on the Homeless announced a proposal Monday to address those shortfalls in traditional housing assistance through what’s called a “flex pool.”Based on models used in cities like Los Angeles and Chicago, the Flexible Funds for Housing Program would combine government and private funds, with fewer restrictions on who qualifies and how the money is used. SAN DIEGO (KGTV) — WWE Wrestler John Cena paid his friend and rookie Padres pitcher, Logan Allen one dollar, after losing a bet he made a year and a half ago. The signed dollar was handed to Allen at the Ceremonial First Pitch, a day after the 22-year-old made his Major League debut at Petco Park. Allen's debut performance on the Major League mound Tuesday was nothing short of stellar. Off the mound, he also hit a single to right field, helping his own cause in a 4-1 victory for the Padres. This his was the game that changed Logan Allen's life forever, and earned him a dollar from John Cena. It all started in January 2018, when the then-Minor Leaguer had a chance encounter with Cena at a Tampa Steak House. The two clicked and made a bet. "How can I create a situation, not to have Logan fail? But to face him with the concept of failure? I bet him a dollar that he would not make it into the Major Leagues," Cena said to the Padres. They shook on it and kept in touch. Fast forward to Tuesday, and John Cena was in the Owner's Box, witnessing his friend deliver seven shutout innings. After walking off the mount, the 13-time WWE Champion was seen giving his friend a standing ovation. SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. He taught Malaiha how to call 911 on the phone, in case of emergencies. "I'm very proud of her," he said. 1616

SAN DIEGO (KGTV) -- Where the 5 freeway meets the Coronado Bridge, under the loud noise of cars sits a historic gem, a staple of Barrio Logan, Chicano Park. "It's always growing, new murals, new activities."Vibrant murals, familiar sounds and a sense of community is often what you find and feel. "I think people feel that energy and see those colors and images of faces that are familiar to them." For 50 years, Chicano Park has united people of all backgrounds including hispanics, african-americans, latinos, and chicanos, in particular. "We like to clarify that we're more than that. Yes, we have spanish heritage but we also have native american and indigenous heritage," said Beatrice Zamora-Aguilar. Aguilar is an author, teacher and member of Chicano Park's steering committee. Her first visit to the park was in the late 1970's. "That was an eye-opening and exciting event, to see so many aspects of my culture in one place. Music, dance, speakers, mural art, paintings, and low riders. It was so many different parts of my culture all in one place being embraced in one celebration." Since then, she's become a part of the park's roots."It's a place we come together sometimes to take action on various issues through the community." But little do people know she said, Chicano Park almost didn't exist. "The story goes Mario Solis is walking through the neighborhood and sees these big construction equipment." She said Solis alerted everyone he could, and together they created a human chain to stop the city from building what would've been a highway patrol substation. This was after thousands of chicanos in the neighborhood were already displaced after zoning changes and factories were built. "They occupied land for 12 days and then started to talk with city officials about fulfilling their promise to build a park for the community." That story lives on through those who were there and now in a children's book by Aguilar. "Children need to understand places and landmarks they take for granted didn't just happen, it took people coming together who really cared about creating something for the children and future." The book titled 'The Spirit of Chicano Park'."Many of those elders have passed on now and I believe they leave a little bit of their energy and love in that park and that's what you feel." 2336

SAN DIEGO (KGTV) - The Padres utilized the team's newly-expanded protective netting for the first time Friday afternoon while hosting a high school baseball game between La Costa Canyon and Vista.The net now extends beyond both dugouts, stretching from section 115 down the left field line to section 116 down the right field line.  Most of the net stretches 24 feet high, before tapering.  Netting will also be added above the dugouts and the wall along the warning track.In a statement revealing the details of the changes, Padres Executive Chairman Ron Fowler and General Partner Peter Seidler said, "We feel the new design drastically improves the safety of our patrons, while the state-of-the-art materials will have a minimal effect on the fan experience as it pertains to the view of the field and sightlines of our ballpark."10News spoke with several fans at Petco Park Friday. While all said they understood and appreciated the safety concerns, not all of them like the change. "I would probably lean toward keeping it the way it was," said Mark Stephens, a Padres ticket plan holder. "Stephens expressed concern that the netting could be an obstruction to the view from some seating locations. He also worries that the netting will reduce the opportunities for fans in those sections to catch foul balls, which is a reason many people choose to sit in the areas behind and just past the dugouts. Stephens believes fans should be paying more attention to the action on the field, so they can see a ball coming their way. "My personal feeling is that people could avoid 85% of the problem if they just watch the game."Another fan, Brian Beaumont, agrees, saying too many people at games are distracted. "The netting might be a sign of the phone age. The smart phone and the not-so-smart fan."The Padres are one of several teams who have extending their netting this off-season.  It follows an incident last September at Yankee Stadium when a foul ball hit a one-year-old girl in the head. She suffered several broken bones and could have permanent damage from the impact.In a similar incident last season, a man in Chicago, Peter Loos, was hit squarely in the eye by a foul ball while watching a game at Wrigley Field. Despite several surgeries, doctors say he will likely never regain vision in that eye. Loos is now suing Major League Baseball, arguing not enough is done to protect fans. 2426
