Two teens in Florida tried to steal a car at a sports complex as a team of Clearwater police officers played softball, according to the Clearwater Police Department."They had no idea that basically the entire team out there was comprised of Clearwater police officers," said Sgt. Thomas Dawe.The incident happened on Monday evening at the Eddie C. Moore Softball Complex in Clearwater.The group of police officers was playing their second softball game of the evening. They were the only group playing softball and noticed the two teens walking around."Normally, there are not many fans due to COVID...They kind of seemed out of place. They weren't watching the game. They were just kind of lingering around so most of us took note of their behavior to start," said Sgt. Dawe.Clearwater Police said a 16-year-old girl stole a set of keys belonging to an umpire. The keys were placed on a table. The two teens took off running out of the sports complex.When the scorekeeper realized what happened, she yelled at the umpire who was out in the field.Sgt. Thomas Dawe, Cpl. Jarred Stiff and Officer Matthew Richmond chased after the two teens."It's just unfortunate that kids were trying to do what they did in order to get down to south St. Pete. There are other opportunities, other avenues to get places rather than taking those steps to commit a crime," said Cpl. Jarred Stiff.The police officers called for backup since they did not have handcuffs on them.The two suspects were charged with attempted grand theft of a motor vehicle. Both have been in trouble with the law before."Unfortunately, we were not able to win the game, but at least we were able to catch a couple of kids doing a bad thing," said Cpl. Update, Friday 3:15 p.m.: Assemblyman Berman's office said the bill passed the Higher Education Committee and now goes to the Assembly Appropriations Committee.SAN DIEGO (KGTV) -- A recent study of California's community colleges found that 1 in 5 students had been homeless in the past year.To help these students, San Diego's community college district offers showers, priority class registration, food pantries, and help finding homeless services on and off campus.But a new State Assembly bill aims to aid homeless students further by requiring schools to let them sleep in their vehicles overnight in campus parking lots and structures.Assembly Bill 302, introduced earlier this year by Assemblyman Marc Berman (D-Palo Alto), specifies "that if a community college campus has parking facilities on campus, the governing board of the community college district (CCD) shall grant overnight access to those facilities to any homeless student for the purpose of parking the student’s vehicle overnight, provided the student: a) Is enrolled in coursework; b) Has paid enrollment fees, if not waived; and, c) Is in good standing with the CCD without requiring the student to enroll in additional courses."While the long-term solution is to create more affordable housing opportunities for students and families, the bill hopes to help a student’s ability to remain in school and be successful. “With the passage of AB 302, homeless students at community college campuses will be able to park overnight in a safe area. Providing this resource will enable our students to get some rest without having to constantly fear for their safety.”The proposal isn't without some opposition, getting mixed reviews from at least one school district.The Los Rios Community College District is calling the bill a “one size fits all” mandate that may not work for all of the state's campuses. Costs to implement the program are projected to be significant as it will require schools to increase overnight security staffing, custodial and utility costs, and the potential of threat of lawsuits for persons injured on campus parking lots during the evening hours.“Mandate cost claims are never fully reimbursed: Mandates are reimbursed only after costs are incurred and often times do not reflect the actual costs incurred in these activities," said officials with The Los Rios Community College District in Sacramento.Some students at San Diego Community College said the bill may exacerbate limited parking availability on campuses where parking is already difficult to find. "If it was during the day, or something like that, then it would be inconvenient for people trying to find parking or take the courses here," said Daniel Silva, a San Diego Community College student. "But overnight, it seems pretty harmless."San Diego Community College District officials are supportive of the idea, but would like to see some changes to the specifics. UTAH COUNTY, Utah – Most days begin about the same for Jeff Smith. He makes sure to squeeze in time in the home gym and tries to eat healthy. Smith is really like most Americans, except he is completely blind.“It’s called retinitis pigmentosa,” Smith explained.It’s a hereditary disease that slowly stole his sight.“Usually, it starts out in the periphery and slowly works its way in until it’s like you’re looking through a tube,” he said.Smith has had to relearn just about everything in his life“You know, things like brushing your teeth, finding clothes to wear,” Smith said. “I probably don’t match very well here today.”Technology has become like a best friend.“I use technology from the moment I get up from probably the moment I go to sleep,” Smith said.This past election cycle, he tried something for the first time.“Anything new or different to a blind person is scary,” Smith said.He voted entirely on his mobile phone using an app called “Voatz”His country was among several in the country participating in the pilot program. The pilot program was for voters who are either disabled or overseas at the time of the election.“My county has historically been a bit of a mess when it came to elections,” said Utah County clerk Amelia Gardner Powers.Gardner Powers decided to try and clean things up.“We deliver your ballot to you on your phone, you mark your preferences on your phone and then you submit it back to us,” Gardner Powers said. “We actually print off your ballot using a ballot printer and run those through the scanner with all of our other ballots.”She says the response has been phenomenal, especially in a year like 2020“People’s access to the polls has been limited. Just think of all the things that have happened like hurricanes, flooding, wildfires,” Gardner Powers said.And of course, a global pandemic. Those in quarantine or afraid of exposure could vote at home.“Their voter registration went from single digits to high double digits,” said Jonathan Johnson.Johnson knows a thing or two about elections and technology. He ran for governor in the state of Utah and is now the CEO of Overstock.com. Johnson is urging community leaders to give the tech a try so more people can vote.“Once a vote is put into blockchain technology, it doesn’t change. It’s not just one database that can be hacked and changed, it’s put into a kind of distributed database so if one is changed, all the others are not,” Johnson explained.Think of it like multiple virtual safety deposit boxes holding your vote.“This is safe and secure,” Johnson said. “It’s more secure than just showing your license when you show up at a junior high school gymnasium.”For Smith, it means voting without any help.“Well, this is the United States of America,” Smith said. “Voting is a patriotic thing to me.
