SEOUL, May 29 (Xinhua) -- Visiting Chinese Premier Wen Jiabao focused his efforts on promoting cooperation with South Korea and in East Asia on Saturday, the second day of his three-day tour in South Korea.BLUEPRINT FOR REGIONAL COOPERATIONAt an annual trilateral summit held in South Korea's southern resort of Jeju, Premier Wen, South Korean President Lee Myung-bak and Japanese Prime Minister Yukio Hatoyama unveiled a blueprint for trilateral cooperation in economy, security, environmental protection, cultural exchange and other areas in the next decade. The leaders agreed that after making clear the detailed objectives and long-term goals within the next decade, all sides need to concentrate efforts on boosting trilateral cooperation to a new height, so as to further consolidate partnership, achieve more in mutually beneficial cooperation in all aspects and enhance friendship between the peoples of the three countries. They also agreed to set up a more cooperative mechanism to increase strategic mutual trust, which involves setting up a trilateral cooperation secretariat in South Korea in 2011 to jointly tackle natural disasters, discuss the possibility of a mechanism of trilateral defense dialogue to enhance security contacts, strengthen political dialogue and cooperation in police affairs, and boost government exchanges at local levels among the three nations. On developing sustainable economic cooperation and common prosperity, the leaders pledged efforts to finish by 2012 a joint feasibility study of trilateral free trade agreement, which was launched in May 2010, and to expand trade volume ahead of 2020 for the benefit of regional economic growth and integration. The leaders said the three countries will complete negotiations on investment agreement and provide a favorable investment environment to facilitate the operation of enterprises in the region. They also reiterated the importance of customs cooperation, and vowed to further cooperation in finance, science and technology, innovation, as well as policy cooperation and negotiations in such areas as energy efficiency and resources."An open, fair and liberalized multilateral trade system is not only conducive to China, Japan and South Korea, but also important for the world. We must oppose protectionism of any form to safeguard and consolidate the system," said the document. On cooperation in environmental protection, the leaders said the three countries should jointly push for achievements at the climate change summit to be held in Mexico this year, including an effective international cooperation framework in this regard after 2012, under the principles of the United Nations Framework Convention on Climate Change, especially the principle of common but differentiated responsibilities. On regional peace and stability, the three leaders said the denuclearization on the Korean Peninsula is very much conducive to lasting peace, security and economic prosperity in Northeast Asia."Therefore, we will make efforts to achieve the goals set in the Sept. 19 joint statement in 2005 through the Six-Party talks," the document said. The three leaders also pledged to exchange information on food safety standard, to report detected problems in a timely manner and take preventive measures, and to improve food security. BEIJING, May 30 (Xinhua) -- A senior Communist Party of China (CPC) official has urged greater effort to promote the ideological education of the nation's college students."Continuous efforts should be made to boost college students' ideological thought to nurture qualified successors for the construction of socialism with Chinese characteristics," said Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee.Li made the remarks at a two-day meeting on the ideological education of college students, held in Beijing on Saturday and Sunday.Li Changchun (L), member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, shakes hands with a participant before a meeting on the ideological education of college students in Beijing, China, May 29, 2010. Li said although college students' ideological education has achieved good results in recent years, it is still not meeting the needs of the nation, the Party and the expectations of the people and the needs of achieving the healthy development of the students. He urged universities to create a sound environment for students' healthy growth and to keep ideological education close to reality, life and the students.

BEIJING, May 31 -- Evidence obtained illegally - such as through torture during interrogation - cannot be used in testimony, particularly in cases involving the death penalty, according to two regulations issued on Sunday.A death sentence should be pronounced only with sufficient evidence acquired through legal means, stipulate the two regulations: One on evidence review in death sentence cases, and the other on excluding illegal evidence in criminal cases.Jointly issued by the top court, the top procuratorate, the ministries of public security, state security and justice, they are the first specific rules on collection of evidence and review in criminal cases. The first regulation sets out principles and rules for scrutinizing and gauging evidence in cases involving the death penalty, and the other sets out detailed procedure for examining evidence and for excluding evidence obtained illegally. They are expected to cut down on death sentences and reduce forced confessions, experts said. The regulations make it clear that evidence with unclear origin, confessions obtained through torture, or testimony obtained through violence and intimidation are invalid, particularly in death sentences."Not a single mistake is allowed in fact finding and collection of evidence in cases involving the death sentence," said a written Q&A released by the five central departments on Sunday. The new regulations define illegal evidence and include specific procedures on how to exclude such evidence.Lu Guanglun, a senior judge at the Supreme People's Court, said such details do not exist in the Criminal Procedure Law and its judicial interpretations."This is the first time that a systematic and clear regulation tells law enforcers that evidence obtained through illegal means is not only illegal but also useless," said Zhao Bingzhi, dean of the law school at Beijing Normal University."Previously we could only infer from abstract laws that illegal evidence is not allowed. But in reality, in many cases, such evidence was considered valid," he said."This is big progress, both for the legal system and for better protection of human rights," he said. "It will help reduce the number of executions".Zhao said the new rules will also help change the mindset of law enforcers and reduce torture in interrogation, one of the causes of wrongful sentences.Ever since the top court started reviewing all death sentences in 2007, the overall quality of handling criminal cases has improved, but a lot of problems still remain, the joint Q&A said.In 2008, the top court announced that about 15 percent of death sentence verdicts by lower courts in 2007 were found to have faults. On May 20, Zhou Yongkang, secretary of the Communist Party of China Central Political and Legislative Committee, said at a meeting that "the criminal legal system should be perfected and law enforcers should improve their capability to ensure that every case handled can stand the test of law and time". Lu at the top court said the new rules will help prevent wrongful convictions like the one in which an innocent villager in Henan province was wrongly prosecuted. The case of Zhao Zuohai, who stayed behind bars for 11 years until the man he allegedly murdered turned up alive on April 30, has attracted national attention and triggered public criticism of judicial officers after Zhao said he was tortured by local police to confess.Three former police officers have been arrested for allegedly torturing Zhao."Such cases seriously undermine the image of China's justice system and people's trust in the government," said Bian Jianlin, a law professor at China University of Political Science and Law.

BEIJING, April 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu Thursday urged authorities to make provision of drinking water for people in drought-hit southwest China a top priority.Hui's call followed arrangements for combating the expanding drought laid out at a State Council, or Cabinet, meeting in Beijing."As the drought in southwest China continues, our fight against the disaster and the relief work remain onerous," he said."We must do everything we can to get water by taking measures such as artificial precipitation, digging wells and finding new water sources," he said.He also asked officials to invest more in building water conservancy facilities to solve the "bottleneck problems" of agricultural production. As of Tuesday, the expanding severe drought had left 24.25 million people and 15.84 million farm animals short of water, Vice Minister of Water Resources Liu Ning said Wednesday. The drought started in September last year in southwest China, with Yunnan Province being the worst affected region. Ocassional rainfall in these areas has done little to alleviate it.
