The man, who asked not to be identified, said church staff took his identification and welfare benefits and pressured other participants to panhandle for hours, echoing allegations in a newly unsealed federal indictment. He said they entered the IVM program to receive substance abuse treatment but quickly became disturbed by what they saw. In an indictment unsealed Tuesday, federal prosecutors charged a dozen church leaders with conspiracy, forced labor, document servitude and benefits fraud. Prosecutors said the church officials, including former Pastor Victor Gonzalez, compelled mostly homeless people to panhandle up to nine hours a day, six days a week, for the financial benefit of the church leaders. The indictment also accuses the church leaders of holding participants in locked group homes against their will and coercing them to surrender welfare benefits. “These victims were held captive, stripped of their humble financial means, their identification, their freedom and their dignity," said U.S. Attorney Robert Brewer in a statement Tuesday. The man said he and his wife spent about five days at the El Centro facility. SAN DIEGO (KGTV) -- A man was injured in a machete attack in San Diego’s Talmadge neighborhood Thursday night, San Diego Police say. According to police, the incident happened just before 7 p.m. on the 4800 block of of El Cajon Boulevard.Police say the suspect walked up to the victim, who was sitting in his car, and attacked him with the machete. RELATED: Video shows machete attack in EscondidoPolice say the suspect shattered the vehicle’s windows with his machete. The victim got out of the car and ran off. But the suspect threw the weapon at the victim. The blade hit the victim in the back as the suspect then ran away.The victim received a a 3-inch cut on the ride side of his back, and was taken to the hospital with non-life threatening injuries. There were plans to use the Third Avenue location for luxury housing, but some county leaders are hoping to use the space as a way to serve the homeless dealing with mental health challenges. Over a decade ago, the location once served as a center for adolescents. The county had plans to use the 7-acre lot for luxury condos. “I don’t believe that the public policy changes we face as a region is a shortage of luxury condos,” says County Supervisor Nathan Fletcher. “I believe the public policy challenge we face as a region is an investment in behavioral health services.”The vacant space on Third Avenue sits less than a mile from Scripps Mercy Hospital and UCSD Medical Center, Hillcrest. “We have 50 to 100 patients in our emergency rooms every day that need some form of mental health services,” says Patty Maysent, CEO of UC San Diego Health. The facility would offer services like psychiatric care and substance abuse. “A lot of folks go to the emergency room, get the most expensive care, get stabilized, and they have nowhere to go,” said Fletcher.
