SAN DIEGO (CNS) - A mosquito caught in routine trapping in the Black Mountain Ranch area has tested positive for West Nile virus, the first appearance of the virus in San Diego County in 2020.County environmental health officials remind people to protect themselves from mosquitoes, which can potentially transmit, disease by following the county's "Prevent, Protect, Report" guidelines -- including finding and dumping out standing water in yards and around homes to keep mosquitoes from breeding.Incidences of West Nile virus were mild in San Diego County in 2019. Three people tested positive, but there were no fatalities and all three people were suspected of having contracted the virus while outside the county.However, West Nile virus remains a potentially deadly threat in San Diego County and the state, officials said. In 2015, 44 San Diego County residents tested positive for West Nile virus and six died. In 2019, 225 California residents became sick from West Nile virus and six died, according to the California Department of Public Health.West Nile virus is mainly a bird disease, but it can be transmitted to humans by a number of species of mosquitoes -- including Culex mosquitoes native to San Diego and, less effectively, by invasive Aedes aegypti mosquitoes also found in the county -- if they feed off an infected animal, mainly birds, and then bite people.Eight out of 10 people who get infected never suffer any symptoms. The 20% who do generally suffer mild symptoms including headache, fever, nausea, fatigue, skin rash or swollen glands. But in rare cases, West Nile virus can make people extremely ill and even kill them.Protecting against mosquitoes has become even more important for San Diego County residents in recent years. Since 2014, three types of day-biting, invasive Aedes mosquitoes have been found in the county. All of these mosquitoes tend to live and breed near people, in yards and even inside homes.Two of these species can potentially transmit diseases not naturally found here. Those include chikungunya, dengue and Zika -- but only if mosquitoes first bite an infected person. In general, that means local invasive Aedes mosquitoes could only transmit those diseases if they found and bit San Diego County residents who picked up the virus while traveling and returned home still infected.San Diego County residents may be more vulnerable to being bitten by mosquitoes around their homes now because many have been spending more time at home because of the coronavirus pandemic. Environmental health officials remind people to dump out or remove any item inside or outside of homes that can hold water, such as plant saucers, rain gutters, buckets, garbage cans, toys, old tires and wheelbarrows.Mosquito fish, available for free by contacting the Vector Control Program, may be used to control mosquito breeding in backyard water sources such as stagnant swimming pools, ponds, fountains and horse troughs.Wear long sleeves and pants or use insect repellent when outdoors. Use insect repellent that contains DEET, picaridin, oil of lemon eucalyptus or IR3535. Make sure screens on windows and doors are in good condition and secured to keep insects out.Report increased mosquito activity, or stagnant, green swimming pools and other mosquito-breeding sources, as well as dead birds -- crows, ravens, jays, hawks and owls -- to environmental health's Vector Control Program by calling 858-694-2888 or emailing vector@sdcounty.ca.gov. Also report if you have been by mosquitoes during daylight hours, or if you find mosquitoes that look like invasive Aedes mosquitoes -- small, black with white stripes on legs and backs -- by contacting the Vector Control Program. 3723

SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. Crews will perform improvements to the surface of the trolley tracks, including tamping the rail -- a process that secures the rail to avoid misalignment once in use.The Mid-Coast Trolley project will extend UC San Diego Blue Line Trolley service from the Santa Fe Depot in Downtown San Diego north to the University area and is anticipated to be complete by late 2021.During all construction, nearby residents and businesses can expect intermittent noise and lights. 1912

  

SAN DIEGO (CNS) - A San Diego County Superior Court judge ruled Friday that he is allowed under state law to reconsider his prior decision to place a sexually violent predator known as the ``Bolder-Than-Most'' rapist back into the community, where the felon would continue treatment under a conditional release program.Last October, San Diego Superior Court Judge David M. Gill ordered Alvin Ray Quarles, 56, released to a home in Jacumba Hot Springs. But an agreement to rent that residence fell through, leading Gill to order Liberty Healthcare Corp., which runs the conditional release program, to conduct a countywide search for a new place for Quarles to live.Prosecutors, along with county Supervisor Dianne Jacob, subsequently requested that Gill reconsider, though whether he was allowed to reverse the requested that Gill reconsider, though whether he was allowed to reverse the decision.During a court hearing this morning, Gill stated that it was "abundantly clear that the court has continuing jurisdiction to reconsider its``abundantly clear that the court has continuing jurisdiction to reconsider its earlier hearing,'' though much of Friday's session was conducted behind closed doors, and without elaboration on how Gill reached his latest ruling.A March 19 hearing was scheduled to hear motions for Quarles' eventual evidentiary hearing regarding a potential release. The evidentiary hearing is tentatively set for May 16.Witness testimony and a newly drafted psychiatric evaluation from Coalinga State Hospital are expected to factor into Gill's decision on either placing Quarles into the conditional release program, or ordering him returned to custody.Quarles was dubbed the ``Bolder-Than-Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch.He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator.In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders. 2372

  

SAN DIEGO (CNS) - Lab-confirmed flu cases rose nearly 70 percent in San Diego County last week as flu season continues to ramp up, the San Diego County Health and Human Services Agency announced Wednesday.Doctors around the county reported 489 confirmed flu cases during the week of Dec. 8-14, an increase of 198 over the previous week's total of 291 flu cases. According to the HHSA, doctors have confirmed 1,709 flu cases since the flu season began July 1, nearly double the 932 confirmed at this time last year.No flu-related deaths were reported last week, but this flu season's seven deaths still outpace the six confirmed deaths at this time last flu season. The county measures flu seasons from July 1 to June 30 the following year concurrent with the fiscal year.RELATED: San Diego woman, 86, is latest flu death"This is the time of the season when we start to see influenza activity increase significantly," said Dr. Wilma Wooten, the county's public health officer. "Get your flu shot now to avoid getting sick."County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people with chronic medical conditions like lung disease and people age 65 or older.Residents can take precautions against contracting the virus by frequently washing their hands, cleaning commonly touched surfaces and avoiding contact with sick people.The flu vaccine is available at local doctors' offices, retail pharmacies and the county's public health centers.
