SAN DIEGO (CNS) - San Diego County health officials reported 1,378 new COVID-19 infections and 22 deaths today as hospitalizations continue to surge with nearly triple the number of people hospitalized compared to a month ago.Tuesday's data brings the cumulative number of cases to 83,421 while the death toll crossed another milestone as it reached 1,019.The San Diego County Health and Human Services Agency reported 723 coronavirus patients hospitalized as of Tuesday, with 197 of them in intensive care units. That compares to 692 reported Monday, with 180 in the ICU. That number was 671 on Sunday, 636 on Saturday, and 580 last Wednesday and Thursday.The number of people with COVID-19 in area hospitals has nearly tripled from one month ago -- 262 were hospitalized on Oct. 31. Of the 83,421 cases logged in the county since the start of the pandemic, 4,685 -- or 5.6% -- have required hospitalization and 1,030 patients -- 1.2% -- had to be admitted to an ICU.The total number of people hospitalized for any reason in the county is 4,307 -- which has been fairly consistent over the past several months -- but the percentage of COVID-19 patients in the region's hospitals rose from 6% a month ago to 16.8% on Tuesday.Tuesday also marked the 21st consecutive day more than 600 new cases have been reported and the ninth day of the last 12 more than 1,000 new cases were reported -- including two days over the Thanksgiving weekend with more than 1,800 new infections.San Diego County is on a trajectory to double its number of cases in 45 days.A total of 15,377 tests were reported Tuesday, with 9% returning positive, raising the 14-day average to 6.3%.A total of 17 community outbreaks were confirmed Tuesday. Over the previous seven days, 81 community outbreaks were confirmed. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.San Diego County fell deeper into the most restrictive purple tier of the state's four-tiered reopening plan on Tuesday, with an unadjusted 30.5 newCOVID-19 cases per 100,000 people. Even with an adjusted rate of 15.3 per 100,000 due to significant testing increases by local health authorities, that number far exceeds the strictest tier's baseline of seven daily cases per 100,000.The testing positivity percentage is 2.3%, keeping it in the orange tier for that metric.Dr. Wilma Wooten, the county's public health officer, advised people who traveled or hosted family and friends over the Thanksgiving weekend to get tested.``By getting tested, people will know whether they have contracted COVID-19 and prevent spreading the virus to others,'' she said. ``People should also wear a face covering, maintain social distance, avoid crowds and monitor for symptoms.'' 2800

SAN DIEGO (CNS) - One of four men who pleaded guilty in connection with last year's shotgun slaying of a Pacific Beach resident was sentenced Friday to eight years in state prison.Freddy Sosa, 38, was sentenced for his role in the Dec. 29, 2018, death of 44-year-old MarcAnthony Mendivil, who was killed in a home in the 2300 block of Wilbur Avenue.Sosa's co-defendants, Carlos Yslas, 25; Pedro Ramirez, 28; and Paul Charles Weinberger, 51, await sentencing. Weinberger told police he was drugged on the night of Mendivil's killing and forced to withdraw cash from his bank to pay Yslas and Ramirez, who were brought in to assist in forcibly removing Mendivil from the home, the document states.However, in the process of forcing Mendivil out, Yslas shot Mendivil twice, possibly because he thought the victim was reaching for a weapon, according to the report.RELATED: Man arrested in deadly stabbing outside of Pacific Beach 7-ElevenOfficers found Mendivil suffering from a gunshot wound when they responded to a 1:47 a.m. call of a possible shooting last Dec. 29, San Diego Police Lt. Matt Dobbs said.Paramedics took him to a hospital, where he was pronounced dead at 2:30 a.m., Dobbs said.Deputy District Attorney Flavio Nominati said during Yslas and Ramirez's arraignment earlier this year that both men entered the home masked and gloved. The men then fled the scene in a vehicle following the shooting, according to Nominati.Weinberger and Sosa were arrested the day of the killing, while Yslas and Ramirez were already in custody on unrelated charges when they were re- arrested and charged in February for their roles in the homicide. 2586

SAN DIEGO (CNS) - The San Diego Padres are scheduled to face an opponent at Petco Park for the first time in 2020 Monday, nearly four months later than planned, playing the Los Angeles Angels in an exhibition game.The March 26 start to the regular season -- which included the Padres opening day game against the Colorado Rockies at Petco Park -- was all wiped out by the coronavirus outbreak.Under the revised schedule which calls for the regular season to begin Thursday, teams can play up to three exhibition games. The Padres other exhibition game will be on Wednesday, also against the Angels, at Angel Stadium, in preparation for opening day Friday against the Arizona Diamondbacks at Petco Park."I think everybody's excited to play somebody else," Padres first-year manager Jayce Tingler told reporters in a Zoom conference Friday. "We've been banging heads for a while. It's going to be really good getting to see another team and just getting to go compete."The Padres played 16 intrasquad games since beginning "summer camp" July 3.Like most sporting events around the world, fans will be barred from attending Monday's game under public health directives prohibiting public events and gatherings.The game will be different from Padre games in past seasons for several reasons.Major League Baseball has instituted a set of health and safety protocols that will effect the game even before the first pitch. There will be no pre-game exchange of lineup cards. Instead, each team will input their lineup card into a mobile app provided by MLB.Umpires will then print lineup cards for both teams approximately 15 minutes before the first pitch. At the home plate meeting -- where participants will be 6 feet apart -- teams should confirm their lineups with the home plate umpire and inform him of any changes made since it was printed.Teams are required to provide expanded dugout and bullpen space.All non-playing personnel must wear face coverings at all times in the dugout and bullpen.The protocols call for players, umpires and other on-field personnel "to practice physical distancing to the extent possible within the limitations of competition and the fundamentals of baseball."When the ball is out of play, fielders are encouraged to retreat several steps away from the baserunner.If the batter is in the batter's box and the catcher needs to stand to relay signs to the infielders, the catcher can step onto the grass towards the mound to give the signs before assuming his position behind home plate.First and third base coaches should remain in or behind the coach's box and not approach a baserunner, fielder or umpire on-field.Players on opposite teams should not socialize, fraternize or come within 6 feet of each other before the game, during warm-ups, in between innings or after the game.Prohibitions against unsportsmanlike conduct will be strictly enforced to prevent unnecessary physical contact and support physical distancing between individuals on the playing field.Players or managers who leave their positions to argue with umpires, come within 6 feet of an umpire or opposing player or manager to argue or fight are subject to immediate ejection and discipline, including fines and suspensions.On-field personnel must stand at least 6 feet apart during the singing of the national anthem.Spitting is prohibited at all times in club facilities, including on the field.Players and all other on-field personnel must make every effort to avoid touching their face with their hands, including giving signs, wiping away sweat with their hands, licking their fingers and whistling with their fingers.Pitchers will be allowed to carry a small wet rag in their back pocket to be used for moisture in lieu of licking their fingers. Pitchers may not access the rag while on the pitching rubber and must clearly wipe the fingers of his pitching hand dry before touching the ball or the pitcher's plate.Water is the only substance allowed on the rag.MLB's Operations Manual calls for players to keep and use their own personal equipment, whenever possible, in order to minimize the amount of communal equipment touched by multiple players and other on-field personnel.Pitchers should bring their own rosin bag to the mound.After batting, players must retrieve their own equipment such as their fielding glove, cap and sunglasses from the dugout prior to taking the field, and should not have teammates, coaches, or other staff retrieve or toss them.Any communal equipment must be disinfected regularly throughout each game. Club personnel responsible for handling player equipment should change their gloves or wash their hands (or both) regularly during games. A player or coach should never handle another player's equipment.Any baseball that is put in play and touched by multiple players shall be removed and exchanged for a new baseball. After an out, players are strongly discouraged from throwing the ball around the infield.Baseballs used for batting practice should be cycled out at the end of each day and not be reused for at least five days.National League games will include the use of the designated hitter for the first time in an attempt to avoid pitchers being injured when they are batters or baserunners. The DH had been limited to American League games and interleague games when an American League team is the home team.Each half-inning of a game going into extra innings will begin with a runner on second base in an attempt to reduce long games and the strain they place on pitchers."We want to be a positive example of responsibly returning to work with extensive health and safety protocols," an MLB spokesperson told City News Service. SAN DIEGO (CNS) - The FBI reached out to the public Wednesday for help in tracking down a man who faces federal charges for allegedly operating San Diego-based pornographic websites that recruited young women and at least one teenage girl to engage in commercial sex acts by force, fraud and coercion.The federal agency has posted a reward of up to ,000 for information leading to the arrest of 37-year-old Michael James Pratt, who co-owned and ran online sites called "Girls Do Porn" and "Girls Do Toys."An indictment unsealed last fall alleges that Pratt also produced pornographic content involving a 16-year-old girl.Pratt and his co-defendants allegedly videotaped sex acts under the guise of distributing the footage only to private clients, then disseminated the clips online without the victims' knowledge or consent.In January, a judge awarded about million to nearly two dozen women who sued the owners and operators of GirlsDoPorn.com. The plaintiffs -- identified in court documents as Jane Does 1 through 22 -- were awarded just under .5 million in compensatory damages and .3 million in punitive damages.Superior Court Judge Kevin Enright ruled that the defendants falsely claimed that the videos would never appear on the internet and were instead solely filmed for DVDs to be sold to customers living outside the United States.Those lies were often bolstered by "reference women" who posed as models and provided "new recruits with false comfort that the experience (was) safe and enjoyable, and that (previously recorded) videos have never appeared online or been discovered by anyone in the models' lives," according to the judge's 187-page ruling.Also charged and awaiting trial in the case are company co-owner Matthew Isaac Wolfe; porn actor Ruben Andre Garcia; administrative assistant Valorie Moser; and Amberlyn Dee Nored, who is accused of lying to victims about how the pornography they were performing in would be distributed.Anyone who may have information on the whereabouts of Pratt is asked to contact the FBI at 858-320-1800 or contact the agency online at tips.fbi.gov. 2121

  

SAN DIEGO (CNS) - The proposed .8 billion budget that San Diego Mayor Kevin Faulconer unveiled today includes the most infrastructure spending in city history, and prioritizes public safety, street repair and recreation centers, as well as initiatives to fight homelessness and illegal dumping.The spending blueprint also closes a million deficit without significant cuts to major programs, according to the mayor."We're continuing to put neighborhoods first by maintaining the key services we've restored in recent years," Faulconer said. "This balancedbudget will keep our foot on the pedal when it comes to fixing more roads, helping people into stable housing, keeping libraries and rec centers open for children, creating more housing affordability for working families and putting more police officers on the street to protect our communities."The budget proposal includes the largest recruitment and retention package in San Diego Police Department history, the equivalent of 390 miles of street repair and the highest level of library and rec center operating hours in a decade, according to the mayor's office.It also reserves 3 million for initiatives related to the Climate Action Plan, including 1 million to advance the Pure Water San Diego water recycling program. The proposed capital improvement budget of 3 million, including million for street repairs, would represent a large boost over last year's total of 5 million, and triple the amount of infrastructure spending during fiscal year 2014.More than .3 million in proposed SDPD pay hikes would presumably help fill vacant positions within the department, and 6,000 would be earmarked for SDPD's new Neighborhood Policing Division, intended to reduce chronic "quality of life" crimes often related to homelessness.The Vision Zero program, created to improve biker and pedestrian safety, would receive million to improve sidewalk, signal and crosswalk infrastructure. Nearly million would go toward homeless services, including three large tent shelters, a year-round Father Joe's interim housing program and the new Housing Navigation Center.City officials expect only modest revenue increases of 3, 5.3 and 5.5percent from sales, hotel and property taxes, respectively, during fiscal year 2019. Faulconer proposes balancing the budget with .1 million in cuts across various departments, .3 million in projected surplus from the current fiscal year budget and .6 million in excess funds from select reserve accounts.City Councilwoman Barbara Bry, chair of the council's Budget and Government Efficiency Committee, lauded the proposed spending plan."The mayor is proposing zero impacts to core services and fiscal year2019 looks strong," she said. "Today is the beginning of the budget process and as budget committee chair, I am excited to encourage San Diegans to actively participate in this process."Faulconer will present the proposed budget to the council at 2 p.m.Monday, and the council will hold a series of all-day public hearings in May before adopting a final budget in June. 3112
