SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs. SAN DIEGO (KGTV) - Parents rallied at Poway Unified District Headquarters during their monthly board meeting, asking them to pause on proposed plans to bring a Costco to land zoned to build a school.The vacant lot is at the corner of Camino Del Sur and Carmel Valley Road and was labeled a surplus by the Poway Unified School District.That means they don't need it and believe they have enough schools in the area.Parent Gianni Nguyen said that's not true, "in our particular area the schools are impacted, so no."Nguyen said she doesn't mind the idea of creating mixed use retail, restaurants and a Costco, but she was angered by the process the board went through to get the deal."I felt like we were just robbed... We just want to be part of that process, bring us to the table, give us a voice, let us share with you what our opinions are," she said.The board voted unanimously at their September meeting to pursue a long term lease with Costco, that spans decades. Nguyen said the community was blindsided."I have four kids in the public school district, four young kids, my oldest is only 12, so I am very passionate about this," she said looking away.She hopes the rally makes the board pause and reconsider moving forward on this deal.Nguyen added, "we're going to unite and say we do have a voice and there should be a choice and you guys should be in there to represent us and if you're not representing us, who are you representing?"The deal was not on the agenda Thursday. 1493

SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. That’s when Johnson opened fire on the 31-year-old suspect. Diller died at the scene. Johnson has been with the department for two years and Downing for five. SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. "I mean we do run our A/C but my bill's never been this high."RELATED: Homeowner saves thousands by making his home more energy-efficientThe higher electric bills are another challenge as county residents from Point Loma to Poway struggle with the region's increasingly high cost of living."I'm at a loss," said Jeff Tarzia, of Poway, who got a 7 electric bill. "I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Plus, rates have gone up in the last 12 months, some as high as 28.5 percent.RELATED: Buyers, renters willing to pay more for homes with air conditioning"While there is frustration over somebody's bill right now, there are choices to look at in terms of 'hey, is this the right plan? Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. Each should transition by next year.He added that the utility will refund customers the difference if they end up paying more under Time of Use than the previous arrangement, for the first year. 2064
