ENCINITAS, Calif. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378

ESCONDIDO, Calif. (KGTV) – Escondido Police have released bodycam footage of an officer-involved shooting that left one man hospitalized last month.EPD says the incident started with a 911 call about a restraining order violation at about 3:30 a.m. on Broadway near Washington Avenue on June 19. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada, was at her home and she identified his vehicle.Officers were initially called to a home in the 300 block of Park Avenue, but an officer spotted Quezada's reported vehicle near Broadway, where he pulled him over.The full incident video can be viewed here.Police say Quezada exited his vehicle holding a 3-foot-long crowbar and ran toward the officer, identified as "Officer Hamilton." The officer said Quezada was yelling something similar to "just kill me, I want to die" as he charged him.Police say the officer continued to tell Quezada to stop before he fired one round from his service weapon when he came within a few feet of him. Quezada reportedly paused and continued toward the officer, police say.The officer attempted to fire a second round, but his gun malfunctioned, according to police. The officer didn't activate his body-worn camera until after he fired the rounds, police said, after saying the officer's camera was active during the shooting.A nearby Immigration and Customs Enforcement agent who was filling out paperwork in his vehicle witnessed the event unfold and assisted in the arrest, according to police.Quezada was taken to a nearby hospital in stable condition. He was arrested for assault with a deadly weapon on a peace officer.EPD Chief Ed Varso said an investigation into the shooting is currently underway by the department's crimes of violence unit and an independent review of the case will be conducted by the San Diego County District Attorney's Office, U.S. Attorney's Office, and FBI.An internal review will also be completed, Varso said. 2280

Federal Communications Commission Chairman Ajit Pai, a Republican, says he is leaving the telecommunications regulator on Inauguration Day. President-elect Joe Biden will choose a new Democratic head for the agency. A new administration typically picks a new chairman. The FCC typically has three commissioners of the majority party and two in the minority party. It currently has two Democratic commissioners, Jessica Rosenworcel and Geoffrey Starks, one of whom Biden could choose to elevate to chairman or choose someone from outside the agency.Pai and another Republican commissioner, Michael O’Rielly, are leaving the agency. O’Rielly is leaving because the White House pulled his nomination after he said he wasn’t sure the agency had authority on Section 230. Congress is weighing the nomination of another Republican, Nathan Simington.Pai has presided over a contentious FCC. He undid net neutrality rules that barred internet service providers like Comcast and AT&T from favoring some types of online traffic over others in 2017 and championed other deregulatory efforts. The incoming FCC is likely to try to reinstate net neutrality rules and focus on getting internet service to more Americans.They will likely not act on a recent directive from the Trump administration to look at Section 230 in an effort to regulate social media companies like Facebook and Twitter. (KGTV) -- An Encinitas family is thanking surfing legend Laird Hamilton after they say he rescued them during a flood while on vacation in Kauai.The Gwilliam family says they were enjoying a normal vacation on the island when, like usual, it started to rain.The family says they weren’t worried until the heavy rain got even heavier. “It was the type of rain that was so heavy, we would say there’s no way I could get worse," recouted Erin Gwilliam. "Then it got worse."The family says so much rain had fallen, the ground was no longer absorbing the water. That’s when the trouble started.Erin and her husband Jamas took photos of the homes all around them, some of which collapsed from the strong floodwaters.The only bridge in and out of the small town of Hanalei was covered by several feet of water. By the end of their trip, not only had the Gwilliam family run out of food, they also needed to catch their flight.The family was almost out of time when a friend called with a plan. The plan? Big-wave surfer Laird Hamilton.Erin says her family was a little star struck. "Being in the same boat as him was a little intimidating, but he didn't let that be, it was just like hurry get on we gotta go.”Hamilton took them to safety across the river and to a dock where the family was able to drive to the airport.Erin says she is thankful the surfer came to save them from a dangerous situation. “The ocean and water is his life he was so comfortable and confident in what he was doing, he was extremely capable, having him get you out it was a huge relief.”Due to the severe damage, Hamilton and his wife have set up a GoFundMe account to raise money. A Red Flag Warning begins at noon Thursday, lasting until 6 p.m. Friday and sparking precautions by the company. Customers Tuesday and Wednesday were told outages could come up to 48 hours after they received notifications from SDG&E. MAP: San Diego County communities affected by planned outagesWednesday afternoon residents in Fallbrook, one of the affected communities, began to prepare for what could turn into several days in the dark. Throughout the day Wednesday, neighbors could be seen hitting the gas station to full up, making sure their generators will be powered through the outage. Many people told 10News the shutdown is well worth it. If its gonna inconvenience people for a day or two, they just need to have enough notice,” said Laree Johnston.
