SAN FRANCISCO, Dec. 9 (Xinhua) -- Hewlett-Packard (HP) on Friday announced that it is keeping the webOS software alive by contributing it to the open source community.The company said it will make the underlying code of webOS available under an open source license and will engage the open source community to help define the charter of the open source project."WebOS is the only platform designed from the ground up to be mobile, cloud-connected and scalable," Meg Whitman, HP's chief executive officer, said in a statement."By contributing this innovation, HP unleashes the creativity of the open source community to advance a new generation of applications and devices," she added.HP said it will remain active in the development and support of webOS, while the source code will be available for use and improvement by anyone choosing to download it, which means other hardware manufacturers can also use the software.With the help of the open source community, HP can save development and other costs and the new announcement is expected to result in more layoffs from its webOS team, some analysts noted.The webOS is a mobile operating system initially developed by Palm which was acquired by HP last April for 1.2 billion U.S. dollars.In February this year, HP released TouchPad, its first tablet computer which runs the webOS operating system. The device didn't sell well, and HP in August decided to completely shut down webOS hardware business, including TouchPad and webOS phones.HP then said that it will continue to explore options to optimize the value of webOS software going forward.By keeping the software open source, users of webOS devices will continue to receive software improvements and updates in the future, HP noted."As webOS gains traction as an open source alternative in the marketplace, you could see webOS on several different types of devices by any number of vendors. WASHINGTON, Nov. 10 (Xinhua) -- The U.S. Food and Drug Administration (FDA) has sent warning letters to more than 1,200 retailers, the majority of which respond to violations relating to selling tobacco to minors, as part of its ongoing effort to reduce tobacco use among children, the agency announced Thursday in a statement.The FDA said that while most retail establishments have been found to be in compliance with the law, some retailers are still selling cigarettes and smokeless tobacco to minors. Warning letters may be followed by civil money penalties if retailers continue to violate the law."It should worry every parent that 20 percent of U.S. high school students smoke cigarettes," said FDA Commissioner Margaret Hamburg in a statement. "President Obama and the FDA are committed to preventing children from smoking. For many young people, that first cigarette or use of smokeless tobacco will lead to a lifetime of addiction, and for many, serious disease. More than 80 percent of adult smokers begin smoking before 18 years of age. Retailers are vital partners in the FDA's efforts to prevent tobacco use among kids."Obama signed the Family Smoking Prevention and Tobacco Control Act that gives the FDA authority to regulate tobacco products to prevent use by minors and reduce the impact on public health. One of the law's provisions permits the FDA to contract with states and territories to conduct compliance check inspections of tobacco retailers. In 2011, the FDA awarded compliance contracts totaling more than 24 million U.S. dollars to 38 states.The FDA also began inspecting U.S. tobacco product manufacturers in October 2011. This is the first time tobacco product manufacturing facilities have ever been inspected by a federal public health agency.

SHANGHAI, Jan. 11 (Xinhua) -- China has allowed the Bank of East Asia (BEA) to issue yuan-denominated bonds in Hong Kong for a second time, about three years after it became the first foreign-invested bank to make a yuan bond issuance, the bank said Wednesday.BEA China Ltd, a wholly-owned subsidiary of the BEA, was given the approval by the National Development and Reform Commission of China to issue yuan bonds in Hong Kong, it said.Details on the amounts and timing of the offerings weren't available. In 2009, in a major landmark, the BEA issued its first yuan bonds in Hong Kong in an aggregate principal amount of 4 billion yuan (630 million U.S. dollars).The BEA was among the first foreign-invested banks to be given the green light to issue yuan-denominated bonds in Hong Kong, a move analysts say will bolster the international influence of the Chinese currency, also known as renminbi.Sun Minjie, deputy head of BEA China, said the second bond issuance will give the bank stable access to capital, improve its debt portfolio, and support its development on the Chinese mainland.
