Police in Bismarck, North Dakota, want to put AR-15 rifles in some schools so school resource officers can respond more quickly in the event of an active shooter.Police asked for almost ,000 in their 2019 budget request to buy the rifles, heavy body armor and bleeding control kits for the city's nine high schools and middle schools, Bismarck Police Chief Dave Draovitch told CNN.The money will also be used to buy a safe at each school to keep the equipment away from students, teachers and staff."The SROs (school resource officers) will be the only ones who have access to this equipment," he said.The cost would be split with the school system."Hopefully we never find ourselves in a situation of an active shooter. But if we do, we really want to make sure that our SRO's are equipped with the tools that they need to do their job effectively," Bismarck Public Schools safety coordinator Becky LaBella told CNN affiliate KFYR.Draovitch said Bismarck school resource officers are police officers and are trained to respond immediately to stop an active shooting."Whatever they have to do to stop that threat, that's what we expect our officers to do," Draovitch said.They keep AR-15s and the other emergency equipment in their vehicles, but that's not as useful if there's an active shooting situation inside the building."If something happens they're not going to have time to go running out to their cars," Draovitch said. "All we're trying to do is make it more accessible so they can get to it more quickly."AR-15s are lightweight, rapid-fire rifles. Besides being used by law enforcement, the guns have been used in some of the most notorious and deadly mass killings in recent history.Draovitch says having the bleeding control kit -- which has tourniquets, gauze and other supplies for treating gunshot wounds -- could be the most important part of the plan."If, God forbid, something does happen, getting aid quickly is going to be key," he said.He said city officials began discussing the plan after the February 14 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students and faculty."After that happened, we really got to talking with our schools about what can we do better, what can we do differently," Draovitch said.The city will vote on the budget next month and Draovitch expects it will pass. Parents of a Wisconsin teen demand change after their son took his own life. Quinten Espinoza and his family just moved to Glendale, Wisconsin from Ohio four months ago. He was an 8th grader at Glen Hills Middle School. The parents said they knew he was dealing with some bullying but never thought it would go as far as it did."He always said, I told the teachers, it's not a big deal. I'll go up. No, I'm okay, I got it taken care of,” said Espinoza’s mother Lara Furko. “Never showed any other signs of anything. So I never thought to pursue it any further. And now I'm at where I'm at today.”Furko saved some of the messages he received. About three weeks ago a female classmate wrote, “I hate you so much, I hope you die.” Espinoza responded, “I’m a human being just like you and if I do you will feel guilty. #StopBullying.”On Wednesday the principal of Glen Hills invited parents to a meeting to share concerns about Espinoza’s death. Espinoza’s family is questioning the school's response to his death. School leaders said it’s an ongoing investigation by police and the school district, and that there were no reports of bullying.  1183

PHILADELPHIA — Police shot and killed a 27-year-old Black man on a Philadelphia street after yelling at him to drop his knife, sparking violent protests that police said injured 30 officers and led to dozens of arrests.The shooting occurred Monday afternoon as officers responded to a call for a person with a weapon.Police spokesperson Tanya Little said officers who arrived ordered the man to drop the knife.Video of the fatal confrontation posted on social media shows officers pointing their guns at the man, later identified as Walter Wallace, 27.He walks toward the officers as they back away from him in the street, guns still aimed at him. Both officers then fired several times.One of the officers transported Wallace to a local hospital, where he later was pronounced dead.According to the Philadelphia Inquirer, both officers were wearing body cameras at the time of the shooting.Wallace's father, Walter Wallace Sr., told the Inquirer that his son suffered from "mental issues" and that police should not have resorted to gunfire.“Why didn’t they use a Taser? His mother was trying to defuse the situation,” Wallace Sr. told the Inquirer.Philadelphia Mayor Jim Kenney said on Monday that video of the shooting raised "difficult questions," according to CNN. PHOENIX (KNXV/KGTV) - A small plane that crashed on a Phoenix street Monday morning -- killing both passengers  -- was just sold from a pilot in Solana Beach.The victims have been identified as 54 year-old Theodore Rich and 49 year-old Elaine Carpenter. FAA officials said the aircraft involved is a single-engine, home-built Acroduster. The plane went down in the intersection of 7th St. and Deer Valley Dr., near an FBI field office, at around 6:50 a.m. local time.One eyewitness said he saw the plane go down. At first he thought it was aerobatics, but after seeing the plane heading straight for the ground, he knew something was wrong. Video from the scene showed emergency crews working around debris in the roadway near several damaged cars. Police told media on scene the vehicles had substantial damage but no one on the ground was hurt.10News reporter Lauren Davis talked to Avi Maltzman, the Solana Beach man who just sold the plane to Rich this weekend. Maltzman said he flew with Rich for several touch-and-goes and described Rich as an experienced pilot. Maltzman said Rich even called him from Arizona just to let him know he made it home safely. “He impressed me very well with his flight skills. He did good eight or nine landings. He was comfortable and I felt comfortable with him," said Maltzman.Maltzman said the plane was built by professionally in Santa Barbara in 1993. Maltzman bought the plane in 2011 and said it was in great condition. Those who knew Rich said flying was his passion. They said Rich died doing what he loved.    1614
