SEOUL, May 26 (Xinhua) -- Chinese Premier Wen Jiabao's visit here, starting Friday, will strongly boost the friendly cooperative relationship between China and South Korea, Chinese ambassador Zhang Xinsen told Xinhua in a recent interview.Zhang said Wen's second official trip to South Korea after previously visiting in April 2007 would allow him to exchange views with South Korean leaders on further deepening the strategic cooperative partnership between the two countries. He would also have extensive contacts with various sectors here, which would surely boost the bilateral ties and bear richer fruit in the future.The ambassador said, as good neighbors, China and South Korea had made joint efforts to achieve rapid and all-round development of the bilateral ties since the two countries established diplomatic relations in 1992. In 2008, Chinese President Hu Jintao and his South Korean counterpart Lee Myung-bak successfully exchanged visits and upgraded relations between the two sides to a strategic cooperative partnership. Since then, the exchanges and cooperation between the two countries' various fields have been further deepened.Multi-level communication channels, covering government agencies, parliaments, academic sectors and media, had been established, and high-level exchanges between the two sides also remained frequent, the ambassador said.The two sides also maintained good communication and coordination on issues such as trilateral cooperation among China, Japan and South Korea, integration of East Asia and global climate change under various bilateral and multilateral frameworks, and reached consensus on further strengthening the strategic cooperative partnership, maintaining peace and stability in the region and expanding cooperation in international affairs, he said.In the economic and trade field, two-way cooperation had been broadened and enhanced, Zhang said, noting that China was the largest trade partner, export destination country and import market for South Korea, while the latter was the third biggest trade partner for China. BEIJING, May 10 (Xinhua) -- China will conduct consultations with the European Union on the steel fastener trade dispute in line with the rules of the World Trade Organization's disputes settlement system, said an official with the Ministry of Commerce Monday.China's anti-dumping investigation into carbon-steel fastener imports from the EU was based on Chinese regulations and the assessment of the harm to the domestic industry, said the official.The remarks came after the EU filed a complaint Sunday against China at the World Trade Organization over Beijing's decision to impose anti-dumping measures against carbon-steel fastener imports, which included self-tapping screws, bolts and gaskets.Chinese fastener importers were required to pay a deposit to customs based on the margins -- ranging from 16.8 to 24.6 percent -- between the normal value of the products and the alleged dumping price since Dec. 28, 2009.Initial investigations by the Chinese authorities showed the EU had allegedly dumped carbon-steel fasteners on the Chinese market, which caused substantial damage to the local industry.The temporary anti-dumping measures were adopted to safeguard the legitimate rights and interests of the domestic producers, the official said.China started an anti-dumping probe into EU carbon steel fasteners on Dec. 29, 2008, after an application for a probe by the fastener branch of the China General Machine Components Industry Association on behalf of Chinese fastener producers.

BEIJING, April 5  --The People's Bank of China says the country will be more open to foreign capital this year even though the prospect of a strong economic recovery is still unclear.Although the impending withdrawals of various countries' economic stimulus packages may also complicate the efforts to end the global economic crisis, the Chinese government has decided to increase the penetration of foreign capital into the country's financial industry in an appropriate way.An editorial in the "Global Times" quotes some western officials who said if China opened its market to western financial institutions the way it opened its market to five-star hotels, the potential risks would be huge for the country itself and the world at large.The editorial warns the doors to free trade should not swing open too quickly and that market openness should be managed at the right pace, as China has done during the past three decades. But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector.The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. It calls for a prudent approach to financial liberalization that would yield a productive outcome as evidenced over the past three decades of gradual financial reform whereby more market competition has been encouraged and distressed loans have been effectively curbed. Such a policy has shielded China from being hit as severely by the current financial crisis and enabled it to rebound quicker than other advanced nations.
