Texas Governor Greg Abbott issued an executive order on Friday limiting certain businesses and services as part of the state’s effort to contain the spread of COVID-19.This decision comes as the number of people testing positive for COVID-19 and the number of hospitalizations have increased and the positivity rate in Texas increased above 10%, which the Governor previously stated would lead to further preventative action.“As I said from the start if the positivity rate rose above 10%, the State of Texas would take further action to mitigate the spread of COVID-19,” Governor Abbott said. “At this time, it is clear that the rise in cases is largely driven by certain types of activities, including Texans congregating in bars. The actions in this executive order are essential to our mission to swiftly contain this virus and protect public health. We want this to be as limited in duration as possible. However, we can only slow the spread if everyone in Texas does their part. Every Texan has a responsibility to themselves and their loved ones to wear a mask, wash their hands, stay six feet apart from others in public, and stay home if they can. I know that our collective action can lead to a reduction in the spread of COVID-19 because we have done it before, and we will do it again.”The targeted, measured directives in the executive order are based on links between certain types of businesses and services and the recent rise in positive cases throughout the state.The order includes the following:All bars and similar establishments that receive more than 51% of their gross receipts from the sale of alcoholic beverages are required to close at noon on Friday.These businesses may remain open for delivery and take-out, including for alcoholic beverages, as authorized by the Texas Alcoholic Beverage Commission.Restaurants may remain open for dine-in service, but at capacity not to exceed 50% of total listed indoor occupancy, beginning Monday.Rafting and tubing businesses must close.Outdoor gatherings of 100 or more people must be approved by local governments, with certain exceptions.KXXV first reported this story. 2149

SUNSET CLIFFS, Calif., (KGTV) - There are mounting concerns about the stability of the some of the bluffs at Sunset Cliffs. The City of San Diego was tipped off about the cliff collapse near Hill Street last week. City crews surveyed the collapse then cordoned it off with yellow caution tape to discourage people from getting to close to the section in question. The city says the collapses are likely from rain. “There is a big crack there right up against the edge where it looks like that’s the next piece that’s going to fall,” said photographer Jim Grant, “it’s a good thing that somebody came in and put some protection up.” Grant spends nearly everyday photographing the cliffs and says he has seen his fair share of people getting too close. “They don’t realize that one slip and when you fall 60 or 70 feet, it leaves a permanent mark that’s for sure,” added Grant. Officials urge people to avoid the section that has collapsed and to always use caution when traversing through Sunset Cliffs. The city says it will have its engineers evaluate the section after this weekend’s weather before determining what steps to take next. 1145

The Boston Marathon clarified on Sunday its policy on allowing transgender athletes to compete in its annual event, saying that athletes do not have to share their gender history with race officials, NPR reported. The Marathon also confirmed that transgender runners have competed in past events. "We don't require that runners outline their gender identity history with us, so we can't say for certain how many trans runners are in our race," the Boston Athletic Association, organizer of the annual Boston Marathon, said in a statement to NPR. "We do know that we have had several transgender runners in the past."Last month in the Canadian publication "Running Magazine," three transgender women told the magazine that they plan on competing as women in this year's Boston Marathon, which will be held on April 16. The story drew questions on whether transgender athletes competing as women would be at an advantage. Although the Boston Marathon is generally considered a competition for amateur athletes, it has strict qualification standards based on athletes' age and gender. Before the 2016 Summer Olympics, the International Olympic Committee developed criteria to ensure that transgender athletes could compete in their desired gender, while trying not to give any competitive advantage. And now, after state lawmakers passed a bill Tuesday, Hawaii is set to become the first state in the US to ban the sale of sunscreens that contain oxybenzone and octinoxate.The chemicals that help us by filtering UV rays are causing severe damage to Hawaii's marine environment, according to a study by Haereticus Environmental Laboratory, a nonprofit scientific organization. They show up in coastal waters after beachgoers swim in the ocean and via discharges from wastewater treatment plants.The study found that the chemicals seep into young coral and contribute to coral bleaching, which occurs when an increase in sea temperatures kills the algae that grows inside coral, turning reefs white and eliminating nutrients that sustain other marine life.About 14,000 tons of sunscreen enter the world's reefs every year, according to a 2015 paper published in the journal Archives of Environmental Contamination and Toxicology.Hawaii's legislation?prohibits the sale and distribution of any sunscreen that contains the two chemicals -- oxybenzone and octinoxate -- without a prescription from a licensed physician.WATCH: Discover how scientists and government officials are trying to rescue coral reefs"Hawaii is the first state in the nation to pass a measure of this magnitude.
