POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. PHOENIX — Besides being our best friends, there are plenty of important jobs our dogs can be good at, like assisting people with disabilities, arson investigations and police work.  But is there a way to find out what is on a dog's resume before they go through all of that expensive training?  Researchers at the University of Arizona believe they may have found a solution. It is called the Canine Aptitude Test and it is in the early stages of development. The test is for adult dogs and looks to see if a dog's cognitive behavior will dictate where they would have more success as a working dog. "With assistance dogs that help people with disabilities, only about 50 percent of the dogs who begin training ultimately make it through," said Arizona Canine Cognition Center Director Evan MacLean. That means that major amounts of money are going to the dogs with no return on investment.For those who rely on these pets to live their lives, they are forced to wait sometimes up to two years or more."If that were any other kind of medical procedure it would be, we would think about this as a horrible thing," MacLean explained. "I need this operation and there's a two-year waiting list to get it. So, we would do something about that. So we want to do something about that with the dogs, too." Shelby Smith spoke to the University of Arizona on the impact an assistance dog has had on her life with a disability."Picasso to me is more than independence ... he's my best friend," Smith said. "He's someone I lean on ... depend on to get through daily challenges that comes with having a disability." MacLean said that stories like Smith's pushed him to really ramp up his research."For a long time, we've been interested in whether you can predict which dogs will become good working dogs based on aspects of their psychology or their cognition," MacLean said. Their next step is to determine if they can see these skills in puppies as well as testing a dog's genetic makeup. 2097

PHOENIX, Ariz. – Blanca Ramirez knows how to step past an obstacle.“We’re trying to register people to vote,” said Ramirez. “It’s really important to vote.”Leading up to the October 5 deadline for voters to register in Arizona, Ramirez walked from shopper to shopper in a grocery store parking lot in south Phoenix, making sure people were registered to cast their ballot.“I come at eight in the morning and start talking to people and see if they are registering to vote,” she said.Ramirez’s mission is driven by the obstacles and hurdles she’s overcome. She came to Arizona from Mexico in 1977.“It was really hard,” she said. “We came from poor people, poor family.”Last year, Ramirez became an American citizen and in November will cast a ballot in a presidential election for the first time."It’s like I'm born again, and they say you’re going to start a new life,” said Ramirez.“When we hear folks are upset about the current state of affairs, no matter the issue, you care about that and so voting is one way we can make a change,” said Araceli Villezcas.Villezcas works for the non-partisan organization One Arizona.The group has registered more than 150,000 people to vote in Arizona this year.“I think it’s one of the most powerful ways of creating change,” Villezcas said.Change is something Arizona has seen a lot of.According to the United States Census Bureau, Arizona is one of the fastest growing states in the nation. About 886,000 people have moved to Arizona in the past decade.“Arizona is getting a lot of national attention right now and for good reason,” Villezcas said.Arizona has gone red in every presidential race dating back to 1996. Recent elections have seen a younger, more diverse voter turnout, making Arizona a toss-up in 2020.A New York Times poll released on October 5 shows Democratic candidate Joe Biden leading President Donald Trump by 8% in the state.“I think that’s the main obstacle, just making sure that voter education is accessible to everyone in Arizona, no matter what language they speak no matter their background,” said Villezcas. “That’s something we focus on reaching; communities especially communities of color, communities that have historically that have been left out in the political process."A recent Pew research study shows a quarter of registered Arizona voters are Latino.That includes voters like Ramirez.“We are ready. I think we are the best. There are a lot of Latinos, there is going to be a lot of power,” Ramirez said. 2496

  

Police in Montgomery County, Maryland, released surveillance footage Thursday from an Aug. 2 attempted carjacking in Bethesda in hopes it will lead to the arrest of the two suspects.Police said at about 9:15 p.m. on Aug. 2, a man was returning to his car parked in the garage of the Westfield Montgomery Mall when two male suspects approached him. They demanded his car key while implying one of the men was armed.The victim complied, but when the suspects got into the car and started it, they realized the car had a manual transmission which neither could drive.The suspects then fled on foot, last seen leaving the second level of the parking garage, as seen in the footage below.Anyone with information about these suspects or the carjacking can call Montgomery County Police at 240-773-5100 or the Crime Solvers tip line at 1-866-411-8477.
