WASHINGTON (AP) — The House Thursday passed a 7 billion defense policy bill that would give the military a 2.6 percent pay hike, the largest in nine years.The bipartisan 351-66 vote sends the measure to the Senate, where a key panel completed a companion measure in a closed-door session on Wednesday.The annual measure sets policies and a budget outline for the Pentagon that are funded by a subsequent appropriations bill that typically follows its parameters fairly closely.The military got a major budget increase under the terms of a bipartisan pact passed earlier this year that the Pentagon's many allies in Washington promise will address shortfalls in military readiness such as pilot training, maintenance of equipment, and procurement of new weapons systems.Readiness issues contributed to a situation in which almost four times as many military service members died in training accidents as opposed to combat. Just this spring, aviation accidents have claimed 25 lives.House Armed Services Committee Chairman Mac Thornberry, R-Texas, said that the measure puts a particular focus on pilot training and retention."The key focus of this bill is restoring readiness to ensure that when our men and women in uniform go out on mission, they have the best equipment, the best training and the best support our nation can provide," Thornberry said.The measure would block the use of operational military units or military equipment if President Donald Trump carries out plans for a massive military parade in Washington, D.C., if it would hamper military readiness. 1581

WEEKI WACHEE, Fla. — Searing pain and immediate swelling were the first signs that 6-year-old Kyden Debyah needed immediate medical attention.While playing in his backyard Monday morning, Kyden said he felt what he thought was a bee sting his right foot near his big toe. Then his mom saw a snake coiled up underneath the tire swing Kyden was about to get on.“I heard him scream 'My leg, my leg,'” Amber Debyah said. Debyah called 911 and grabbed a rake to kill the snake. By the time she came back she said she knew it was bad.“His foot was double the size. It was really hot, red,” Debyah said.First responders told her to try and get the snake so they could identify it and figure out what type of antivenin he needed. First responders brought the dead snake to the emergency room and doctors began administering antivenin for a pygmy rattlesnake bite. In all, Kyden got 18 vials before the swelling subsided and his symptoms started to go away.  The entire time Debyah worried if her son would lose his leg or worse.“I really feel he got lucky after reading other people's stories,” Debyah said. “I feel like if it would have bit him fully with both fangs, it would’ve been a lot worse.”Only one fang injected venom into Kyden’s body. “He was in great spirits the whole time. He was laughing and joking I mean other than the pain in his foot he had no symptoms, no fever, no vomiting. Normal Kyden, except for the pain,” Debyah said.  Kyden might have a low-grade fever, sore joints, rashes, but nothing that will cause permanent damage, Debyah said. Each vial of antivenin costs around ,000. WASHINGTON (AP) — With a bit of rejiggering, President Donald Trump and first lady Melania Trump played host Sunday to hundreds of super-heroes, unicorns, skeletons and even a miniature version of themselves as part of a Halloween celebration at the White House.In years past, the president and first lady personally handed candy to the costume-clad kids, but this year, the treats were provided as participants walked along a path on the South Lawn.The kids still got to briefly meet the president and first lady though, who waved and offered words of encouragement from a safe distance about how much they liked the costumes.Trump was particularly pleased with a young boy with a distinctly Trump head of hair and a partner who did her best Mrs. Trump impersonation.
