SAN DIEGO (CNS) - No charges were filed Wednesday against a 19-year-old man arrested along with three teenage girls for allegedly attacking and severely beating a 56-year-old man near Petco Park.The investigation is continuing into the case against 19-year-old Dominick Wells in connection with the attack that left Edward Leon Starland on life support, said Tanya Sierra, a spokeswoman for the District Attorney's Office.Three girls, ages 14, 15 and 17, also were arrested on suspicion of felony battery, said San Diego police Lt. Matt Dobbs. One of the girls had a detention hearing at Juvenile Court Wednesday.Starland was attacked about 2:10 p.m. last Sunday near the pedestrian bridge adjacent to Petco Park, Dobbs said.Police and paramedics found the victim unresponsive.Investigators determined the victim got into an argument with a group of teenagers and was knocked to the ground, then beaten, the lieutenant said.When witnesses started yelling at the attackers to stop, they fled east on Imperial Avenue, he said.Wells was arrested about 3:15 a.m. the next morning. SAN DIEGO (CNS) - More than 1.3 million ballots had been received by the San Diego County Registrar of Voters by mid-afternoon today, with around 51,000 votes cast at polling locations so far.The San Diego County Registrar's Office reported 1.36 million ballots collected by mid-afternoon out of the 1.95 million registered voters in the county.With county polling locations open early, about 126,000 residents were able to cast their votes in person over the past four days, the Registar's Office said.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one. Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so until 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.County voters also have until 8 p.m. to drop off mail ballots at 125 drop-off locations throughout the county, which can found on the Registrar's website.Registrar of Voters Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person were instructed to bring a face mask and plan to maintain social distance.Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. SAN DIEGO (CNS) - A North Carolina man who raped and murdered a 79- year-old woman in her Normal Heights home more than three decades ago was sentenced Friday to life in prison without the possibility of parole. Kevin Thomas Ford, 63, was convicted by a San Diego jury last month for the May 20, 1987, murder of Grace Hayden, who was strangled and smothered during the rape, according to Deputy District Attorney Valerie Summers. The prosecutor said Ford worked as a driver for older medical patients in San Diego and had driven Hayden two days before her body was found on the floor of her bedroom. DNA on the victim's body, as well as a fingerprint found on her stovetop led to Ford's 2018 arrest in North Carolina. Jurors deliberated for about five hours before convicting Ford of murder and special circumstance allegations of murder in the commission of rape and murder in the commission of a burglary. At Friday's sentencing, Ford addressed the court, saying he sympathized with Hayden and her family and couldn't imagine if something similar had befallen his mother or grandmother. ``I can't imagine what it's like, having to go through what Grace Hayden went through. It must have been a night of sheer terror,'' Ford said. “But the police got the wrong man. Whoever did this is either dead or still running around free. I didn't do it. God knows I didn't do it.'' San Diego County Superior Court Judge Louis R. Hanoian expressed his disappointment with Ford's denial of the crime, calling the killing ``despicable'' and ``heinous,'' prior to imposing the life without parole sentence. ``You have to be the most unlucky person on the planet, maybe the most unlucky person who has ever lived on this planet, to have supposedly engaged in consensual sexual intercourse with a 79-year-old invalid woman, left your biological material in her, and then within -- 12 hours? -- that woman is found dead as the result of a rape murder that you didn't do?'' SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement.In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement.
