SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206

SAN DIEGO (KGTV) — Officials have called off the search and rescue operation for eight service members who went missing after an amphibious assault vehicle accident off San Clemente Island last week.The 15th Marine Expeditionary Force said in a release Sunday that all eight members — seven Marines and one sailor — are presumed dead after it was determined, "that there was little probability of a successful rescue given the circumstances of the incident."Officials say they searched for 40 hours covering more than 1,000 square nautical miles in their efforts to find the missing service members.RELATED: Camp Pendleton Marine dies, 8 missing in training accident off San Clemente Island“It is with a heavy heart, that I decided to conclude the search and rescue effort,” said Col. Christopher Bronzi, 15th MEU Commanding Officer. “The steadfast dedication of the Marines, Sailors, and Coast Guardsmen to the persistent rescue effort was tremendous.”Officials said their efforts will now turn to recovery of the missing service members. SAN DIEGO (KGTV) -- Police are searching for a suspect in a Serra Mesa stabbing that left two people in critical condition Saturday night.Officers responded around 7:51 p.m. to a call of a brawl outside of a house party on the 8400 block of Neva Avenue, police said. At least two people were located with stab wounds to the torso.A resident told 10News described hearing people fighting outside his home. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) — One San Diego restaurant has been awarded one of the most prestigious accolades given to eateries.Chef William Bradley's restaurant Addison at the Fairmont Grand Del Mar was given one Michelin star in the guide's first California edition. The guide awards between one and three stars to restaurants, meaning either "a very good restaurant in its category" (one star), "excellent cooking, worth a detour" (two stars), or "exceptional cuisine, worth a special journey" (three stars).Addison, a contemporary French restaurant, was San Diego's only restaurant to receive a star and one of 90 to receive at least one star in the California guide.RELATED: Michelin names several San Diego restaurants as 'hidden gems'In a statement to 10News, Bradley said the award is "humbling."
