SAN DIEGO (KGTV) – San Diego Police are investigating after a woman who was shot in Barrio Logan Friday night died.Police were called to the 2400 block of Harbor Drive around 9 p.m. after receiving reports of a woman, later identified as 36-year-old Stephanie Kinman, who was shot in the area.When they arrived, officers found Kinman on the sidewalk near a vehicle.The Kinman was taken to the hospital where she later died.Throughout their investigation, detectives learned that the woman was shot near a pizza restaurant on the 1000 block of Dewey Street before being driven to Harbor drive by a “male companion.”The man told investigators that the victim got into a fight with a man and a woman. After the fight ended, Kinman was shot while getting into her car, police say.The shooter hasn’t yet been captured. SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Police say they found methamphetamine and five credit cards that didn't belong to him in his pockets.See the video in the player above (If the video doesn't appear below, click here)Officers brought Bergman to SDPD headquarters. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2982

SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. SAN DIEGO (KGTV) — San Diego leaders are asking the state to provide guidance on how the city can reopen the convention center safely during the pandemic.Mayor Kevin Faulconer and Councilmember Chris Cate signed on to the letter requesting that Gov. Gavin Newsom provide rules to reopen the convention center, which has been shuttered since March.According to the city, because of the coronavirus pandemic, the convention center has lost out on more than 100 events between March and December of this year. That factors out to a loss of about 7.8 million in direct attendee spending and .2 billion regional impact.Cate says guidelines to safely reopen convention centers have been awaiting Newsom's approval since June, and must be approved by November in order to host events in 2021 — many events that are already in jeopardy."We are respectfully requesting that the Governor approves the Safe Reopening Guidelines for convention centers statewide. These guidelines were submitted to his office in June. When conventions can reopen is just as critical as how they will be allowed to resume, and the state should be proactive in approving these guidelines well in advance. The world’s fifth-largest economy cannot turn on a dime and this guidance has been thoughtfully developed with an emphasis on public health and safety by leaders in the industry," Cate said in a statement.(See the letter here.)Last fiscal year, the convention center hosted 143 events that generated 5.3 million in direct attendee spending, million in hotel and sales tax revenue, and .3 billion in regional impact.Leaders say the city relies on tax revenue generated by conventions and visitors who stay in the region.Though during the pandemic, the convention center has become a different necessity. The property was transformed into a temporary shelter for the city's homeless population. Since April 1, about 1,100 individuals experiencing homelessness have been sheltered at the center per day. The city says that through its Operation Shelter to Home program, it has helped 525 people find housing to transfer into support housing, longer-term housing, rentals, living with friends or family, or rapid rehousing.Recently, the city also purchased two hotels — a Residence Inn on Hotel Circle and a Residence Inn in Kearny Mesa — to transform into housing units with supportive services as another method to bring individuals off the street. 2442
