SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) - An Oceanside woman says she was left feeling violated after her car was stolen from the Porto Vista Hotel's valet in Little Italy. "I had to leave some of my things in my car, like my work computer, some of my personal items that were expensive and personal, but I trusted they would be ok because it was a valet service at the hotel," said Ashley Holthaus, whose car was stolen. Her friend had a room at the hotel, and their group of friends went to a concert at San Diego State that evening. "The next morning, around 6:30 a.m. I got up and walked over to the valet and gave him my ticket and at that point, he looked for my keys and couldn't find my keys or record of my car being at the hotel."Holthaus says the next few hours were extremely stressful as staff tried to figure out what happened. She says she was asked to wait to call police until they had a better idea of what happened.Holthaus was eventually shown surveillance footage. She describes seeing a tall man in a hoodie walk up to the unattended valet kiosk, take her keys, walk straight to her car, and drive out of the parking garage. "Why am I paying for a service and then have something like this happen and then there's no accountability from the hotel?" said Holthaus.Her company's IT department was able to track the computer which was in the car; she says it was located out of the country.Holthaus says to make matters worse, the hotel charged her for the valet and did not offer to compensate her friend for the room.An attorney for the hotel tells 10News there hasn't been an incident like this in Porto Vista's 30 years of operation. The attorney says they've turned over surveillance to police and are cooperating with the investigation. He added that management is taking measure to ensure this doesn't happen again. SAN DIEGO (KGTV) - A woman who was hit by a car in Normal Heights says she’s been left stranded for six months after her wheelchair was damaged in the crash. Now, replacing it is a challenge. Pet photographer Tamandra Michaels’ love for the camera came to a pause after she was hit from behind while crossing the street.“It sent me flying," Michaels said. The wreck damaged her custom wheelchair, which cost more than ,000.“It slightly bent the frame to where one of the front wheels don’t quite hit the ground.” Michaels says Geico, the insurance company of the woman who hit her, won’t replace the wheelchair after giving them proof the chair must be replaced.“Months went by, they said they did some research and that the chair should only cost between ,500 to ,100," said Michaels. Michaels says without being able to work, she can’t afford to pay the difference.“It's incredibly frustrating. They’re treating it like its a car or maybe even a bike. This is like my legs; this is my life. SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) - Across the county, doorbell camera video has caught 'grinches' behaving badly."Upsetting and makes me feel violated," said Catherine Butler, who lives on Palm Avenue in La Mesa.When Butler woke up Wednesday morning, she came upon a mess outside her home. A wreath hanging on the side of her home was on the ground. A lighted garland was cut and left in her yard.
