BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. URUMQI, May 11 (Xinhua) -- Turpan, a small Silk Road town in northwest China that became prosperous as a trade hub nearly 2,000 years ago, is earning renown for another reason today.In accordance with the plans of the National Development and Reform Commission, and the National Energy Administration, the Turpan city government has been required to build an 8.8-square-km area into a national model for green city development.Designed to be a model environmentally-friendly city in western China, the new low-carbon city depends not on fossil fuels but solar and wind energy for lighting and hot water supply.It also uses geothermal resources for winter heating and summer cooling, as well as employing electric buses and taxis with zero pollutant for public transport.Wang Guangtao, chairman of the Environment Protection and Resources Conservation Committee of the 11th National People's Congress, expects the project to be valuable for "the strategic adjustment of China's energy consumption structure.""It is the first experimental project in China's arid western interior to develop energy-efficient and pollution-free cities. BEIJING, June 2 (Xinhua) -- China's disaster relief authorities Wednesday launched an emergency response plan to help victims of the rainstorms and flooding in south China's Guangxi Zhuang Autonomous Region, which has left at least 30 dead.The China National Committee for Disaster Reduction and the Ministry of Civil Affairs initiated a level IV emergency response plan and dispatched a working team to help guide relief work in the flood-hit zone.Heavy rains began pounding many places in Guangxi Monday and triggered landslides early Wednesday.
