SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. SAN DIEGO (KGTV) - An ash-filled stolen trailer in Miramar contained heartbreak for more than 100 military families in the form of hand-carved model aircraft burned and damaged. Many of the coveted items are simply too far gone from the damages."They are hand-carved, hand-painted and personalized," said John Pineda, who owns Squadron Toys.He says his model aircraft are ordered by service members and veterans - and their loved ones to commemorate service. Many of them are gifts for a retirement or Christmas.Those gifts disappeared overnight, in minutes."We are heartbroken," said Pineda. He showed 10News the surveillance video.Just past 1 a.m. on Nov. 3, a U-Haul truck drives into the parking lot. Five minutes later, you can see it again, this time hauling Pineda's trailer, filled with more than a hundred model aircraft to be shipped out the next morning.The discovery of his trailer missing was followed a week later by a call from the CHP.The trailer was found on fire on a street in Vista. He towed it back Thursday.Pineda looked in the trailer and found about 60 of the models were missing. There were also burned model planes and helicopters. SAN DIEGO (KGTV) -- A suspect fleeing from officers and an innocent Camp Pendleton Marine were killed in an early-morning head-on crash following a chase on Interstate 5 in Carlsbad. The pursuit began just after midnight Tuesday when officers attempted to stop a motorist driving a dark-colored F-150 truck for a speeding and failing to signal a turn on Coast Highway turning onto Monterey Dr. When officers got to the door of the truck, the suspect took off on Carmelo Drive near Harbor Drive in Oceanside. The suspect's wife tells 10News Christian Zurita is the man who led police on the chase. Zurita was reported traveling at speeds of up to 100 mph, and sometimes driving the wrong way on the freeway, police said.About 10 minutes into the chase, the truck entered the northbound lanes in the wrong direction near the Las Flores bridge trying to evade police. SAN DIEGO (KGTV) -- An 87-year-old man was beaten during a home invasion in Clairemont Wednesday afternoon. According to San Diego Police, the incident happened on the 4600 block of Firestone Street at 3:02 p.m. Police say three men forced their way into the 87-year-old man’s home before beating and robbing him. "All of a sudden three guys come plowing through my front door, said 'this is a robbery.' I said, 'Come on ... I got nothing here for you.' Which didn’t dissuade them," said Paul Schmidt. Schmidt told 10News he was working on a ceiling fan with the door open when the men broke in. “I had scissors laying there, he grabbed the scissors and he threatened me with it. He said, 'There’s three of us and one of you, and we’re robbing you.' And what could I do, maybe one or two guys I can handle, but three ..." Schmidt added. Schmidt says he fought back, grabbing one of the robber's beards before one of the men held scissors to his throat. "The guy with the beard, he was the meanest, he seemed to be the lead, but he was higher than a kite," Schmidt said. The robbers were able to get away with Schmidt's wallet as well as his red pickup truck and some smaller items. Police arrested two suspects in the attack on July 25. Both suspects have, as of Monday, been charged with robbery, elder abuse and auto theft.The suspects were identified as John Slobig, 59 and Terry Jones, 53. SAN DIEGO (KGTV) — A San Diego-based biotech company appears to be making huge strides with its experimental COVID-19 vaccine after testing it on monkeys.Inovio Pharmaceuticals is one of more than 100 companies working on a vaccine. It’s one of few to make it to human clinical trials.“We’re much closer to finding a safe and effective vaccine,” said Dr. Kate Broderick, the VP of Research and Development for Inovio. “We’re so excited and feel so confident about the results we’ve got both in animals and our human clinical trials.”Broderick said clinical trials had shown positive results regarding the safety of Inovio’s experimental vaccine.“Our phase one has been our U.S. based trial, and we’re about to start a trial in China,” she said. “We really are looking to test the vaccine all over the world. The immune responses that these people have generated after getting the vaccine, we’re so pleased with those because they’re really broad.”She said the latest positive development came from testing the vaccine on monkeys in what’s called an Animal Challenge Study.“Those monkeys received their vaccine, then just after four months later they received the virus itself, we were able to show they were protected from that,” she said. “What we were able to show in the lungs, and the nose is that those monkeys really were protected from the symptoms of COVID-19.”It will take some time to ensure all testing is done correctly, and the potential vaccine is safe before it is given to the general public.“Realistically we should be looking at a vaccine being available for certain members of the public at the end of 2021,” she said. “Most vaccines historically take 5 to 10 years to be generated and developed; this is really a short time frame.”Broderick, a busy working mom with two young kids at home, hopes the positive results will ease the minds of those anxiously waiting to get back to normal.“I do just want to let you know there is light at the end of the tunnel; there is hope out there,” she said. “Our vaccine is looking very promising there’s other vaccines out there that are looking very good.” 2123
