The China tariffs are back on.On Tuesday, the White House said the administration would proceed with its proposal to impose 25 percent tariffs on billion worth of goods from China, and place new limits on Chinese investments in US high-tech industries.The decision comes after top administration officials have tried to dampen fears of a trade war.Treasury Secretary Steven Mnuchin said a trade war with China was "on hold" less than 10 days ago. And Commerce Secretary Wilbur Ross is expected in Beijing on Saturday to help ease trade tensions between the two major trading partners.Beijing has previously pledged to retaliate against the 25 percent tariffs.In a brief statement, the White House said the president plans to take "multiple steps" to protect domestic technology and intellectual property from certain "discriminatory and burdensome trade practices by China."The latest step follows a March report by the US Trade Representative Office, which undertook a seven-month investigation of China's handling of technology transfers and intellectual property, according to the White House's statement."The United States will implement specific investment restrictions and enhanced export controls for Chinese persons and entities related to the acquisition of industrially significant technology, the White House said in a statement.The final list of covered imports subject to tariffs will be announced by June 15. Those tariffs will take effect "shortly thereafter."Proposed investment restrictions will be announced by June 30 and also take effect at a later date.The-CNN-Wire 1603

The city attorney is cracking down on independent living facilities that are posing a danger to their residents - and potentially neighbors.City Attorney Mara Elliott's office is investigating about two-dozen of these facilities and prosecuting the operators of six, the office announced Wednesday. The facilities, often inside single-family homes, are unregulated and unlicensed. They provide physically and mentally disabled persons a last chance to avoid homelessness. But Elliott said the operators often take advantage of residents. She said this came onto her radar after investigating a home last year. "It was a horrible situation where 11 individuals were essentially being held captive in this home and didn't have sanitary facilities," she said. "The shower facilities were covered in feces, they didn't have food they didn't have ventilation, they didn't have access to telephones."On Wednesday, Elliott's office announced charges against two more facilities, one on Parkbrook Lane in Skyline and another on Brandywood Street in North Bay Terraces. Operators and owners are charged with violations including vermin infestations, blocked exists, improper plumbing, and fire hazards. People who live near the Parkbrook Lane home described shouting in the middle of the night, verbal harassment, physical fighting and graffiti. "We moved because of it," said one neighbor, whose first name was Tammy. The home had trash and old mattresses on the property. The owner, Evelyn Louise Peters, said the issues identified were only one-time instances and the trash accumulated after the home was vacated. Sherry Lynn Bennett, who manages the home in North Bay Terraces, said the issues are being dealt with."The owners have been doing all the repairs, everything is done, everything's back to normal, we've done everything the city's said," Bennett said. Bennett and Peters are charged with 22 misdemeanor violations of the health, safety and municipal codes.There is no telling how many of these facilities exist in the county. In December, a man living in an El Cajon independent living home was beaten to death with a frying pan. El Cajon police had responded to calls at the home 78 times in the year leading up to the event. 2241

Herr told police that she had consumed 10 bags of heroin a day. During her first four days in custody, Herr reportedly suffered from bouts of vomiting and diarrhea. She was treated with water and Ensure, but was unable to keep her fluids down. The result of those symptoms led her to cardiac arrest and to lose consciousness, CBS News reported. Herr's lawyers claimed that the Lebanon County Correctional Facility did not meet her basic medical needs, and then lied. "Anyone who looked at her would have known that she was very sick and that she needed attention," Herr's family lawyer Jonathan Feinberg told CBS. The funeral for Aretha Franklin will be held August 31 in Detroit, according to the singer's publicist, Gwendolyn Quinn.The service, for family and friends, will be held at 10 a.m. ET that day at Greater Grace Temple.Public viewings will be held August 28 and 29 from 9 a.m. to 9 p.m. at the Charles H. In particular, face shields.Teachers recently asked the nation’s top infectious disease expert, Dr. Anthony Fauci, about it and he said, “if you can get one, it’s not a bad idea.”Fauci went on to say that a shield shouldn't necessarily be worn in place of a mask, but more parents are considering the option for kids.“For some of the kids, a mask just isn't going to work. And in those cases, a face shield can be considered, but I think it needs to be understood that that’s not the default,” said Dr. Preeti Malani with the Infectious Diseases Society of America.Infectious disease experts say there just isn't enough data yet on how much protection a face shield provides.One study found it did significantly reduce the number of inhaled droplets, but cloth masks are also about protecting others. Shields were not as sure to do that as well.“If you're wearing a shield, the respiratory secretions that might be coming from your mouth or nose are not going to be as well contained,” said Malani.In the health care setting, face shields are used primarily to prevent splashing in the eyes.Malani offered this advice about finding the right shield.“It’s important that it’s long enough to really protect the whole face and that it wraps around fully and that it fits well up at the forehead,” said Malani.Companies, including Apple, Nike, General Motors, and John Deere have all started producing face shields.In a JAMA Network open viewpoint, it was pointed out that face shields have some advantages over masks. They can be reused indefinitely, they are easier to clean, they are comfortable, and they help prevent touching of the face. 1719
