COTABATO, Philippines, Jan. 2 (Xinhua) -- The health authorities declared an outbreak of a deadly rat fever on Monday in the flood-hit areas in the southern Philippines.At least five people were already dead and as many as 200 were diagnosed in the southern city of Cagayan de Oro with leptospirosis, a fatal animal-borne disease that can result in high fever, internal bleeding and organ failure.The latest fatality, an old woman, died late Monday due to complication.Dr. Jaime Bernadas, regional health minister, said they fear the number of patients displaced by typhoon Washi could increase in the coming days.Congressman Rufus Rodriguez has called on people affected by the floods that killed over 1,200 people to avail of the government's vaccination against the deadly disease.The death toll from tropical storm Washi currently stands at 1, 258 people with many still believed missing. Washi brought massive rains, causing flooding in many areas in the Central and Southern Philippines starting last Dec. 16.

HARBIN, Jan. 5 (Xinhua) -- A launching ceremony for the 2012 Sino-Russia Tourism Year was held in northeast China's Heilongjiang province Thursday.The initiative, along with an accompanying initiative to be launched in Russia in 2013, will boost people-to-people exchanges and consolidate Sino-Russian relations, Russian President Dmitry Medvedev said in a statement on Dec. 31, 2011.The initiative is the third of its kind to take place between China and Russia, following Sino-Russia National Year and the Sino-Russia Year of Language held in 2006 and 2009, respectively.The creation of the 2012 Sino-Russia Tourism Year is a vital decision made by leaders of both countries to boost the China-Russia comprehensive strategic partnership of cooperation, said Shao Qiwei, director of China's National Tourism Administration.The tourism year will serve as a platform to display the abundant tourism resources of the two countries, said Grigory Sarishvili, deputy head of the Russia Federal Tourism Agency.Statistics from Russian tourism authorities showed that the number of Chinese tourists to Russia during the first nine months in 2011 saw a year-on-year increase of 52 percent.

SAN FRANCISCO, Nov. 3 (Xinhua) -- Hewlett-Packard Co. (HP) on Thursday introduced its Slate 2 Tablet PC, a business-targeted tablet computer running Windows operating system.Looking like the previous version, Slate 2, featuring an 8.9- inch screen, is upgraded with Intel Atom Z670 processor to deliver faster boot times and improved battery life up to six hours, said HP.It also has a Bluetooth keyboard dock and Swype keyboard which allows users to enter words by sliding a finger or stylus from letter to letter, lifting only between words.The device will be available to customers worldwide for 699 U.S. dollars later this month, according to HP.Slate 500, Slate 2's previous generation running Windows, was introduced last October and sold exclusively to businesses for 800 dollars upon launch.HP said in a statement that the Slate 2 tablet provides instant deployment for business and vertical markets such as education, healthcare, government and retail, where jobs frequently take users away from a traditional desk.The company on Thursday also announced HP 3115m, a new notebook PC targeting business, education and government customers. BEIJING, Sept. 30 (Xinhuanet) -- The number of children being prescribed stimulants to treat attention deficit hyperactivity disorder (ADHD) has been steadily rising in the U.S. since 1996, researchers found.The finding was contained in a report released Wednesday in the U.S. medical journal Psychiatry.About 7.8 percent of children aged 4 to 17 in 2003 were diagnosed with ADHD, compared to 9.5 percent in 2007, according to the data gathered from the Health Resources and Services Administration's National Survey of Children's Health.And compared to 0.6 percent in 1987, 2.9 percent of children under 19 in 2002 have been prescribed stimulants, the report said.The finding raises the researchers' concern as stimulants have side effects such as decreased appetite, leeplessness and even heart-related damage, the report warned."Stimulant medications work well to control ADHD symptoms, but they are only one method of treatment for the condition. Experts estimate that about 60 percent of children with ADHD are treated with medication." says researcher Benedetto Vitiello, MD, of the U.S. National Institute of Mental Health."There is ongoing concern that these drugs may not be used properly, especially when they are prescribed to college students or children in their late adolescence who are more in charge of their care and may not be using the medications as prescribed." he added.
