BEIJING, Aug. 12 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, unveiled Wednesday a draft regulation on monopoly prices.     The regulation applies to cases of monopoly prices both inside and outside the country, when monopoly prices outside the country impact the domestic market, according to the regulation posted on the commission's Web site.     Other than deals reached among more than two parties for the purpose of monopolizing prices, power abuse of government agencies to eliminate or limit competition is also regarded as violation of the regulation.     Those who violate the regulation would be punished according to stipulations in the country's anti-monopoly law, according to the commission.     Individual retailers or producers may face confiscation of illegal earnings and a fine of up to 10 percent of last year's sales, while industry associations are subject to a fine of no more than 500,000 yuan (73,529.4 U.S. dollars) or could be dismissed as an association.     Government agencies that violate the regulation would be ordered by their superiors to correct their actions, and officials held responsible would be disciplined according to relevant laws.     The commission said the regulation was aimed to prevent monopoly prices and to endorse fair competition so as to safeguard the interests of consumers and the public.     The commission is soliciting public opinion for the regulation until Sept. 6

GENEVA, July 20 (Xinhua) -- China on Monday formally requested the World Trade Organization (WTO) to set up an expert panel to investigate and rule whether a U.S. ban on Chinese poultry imports violates WTO regulations.     The request was made at a meeting of the WTO's Dispute Settlement Body, but it was rejected by the United States according to relevant procedures.     During the meeting, the Chinese delegation reiterated that the U.S. measure is "discriminatory" and "has damaged the lawful rights and interests of China's poultry industry."     "While violating various WTO rules, the measure has severely undermined the stable development of Sino-U.S. trade in poultry products," the Chinese delegation said.     At the heart of the dispute is the U.S. Omnibus Appropriations Act of 2009, which contains a section prohibiting any funds being used to facilitate imports of poultry products from China. The act was signed into U.S. law in March, and China filed complaints to the WTO in on April 17.     While Monday's request for the WTO panel was rejected by the United States, China could make a second request at the end of this month. After the second request, the WTO panel will be established automatically.     It usually takes more than half a year for a WTO panel to give its final ruling on a trade dispute.     China and the United States banned imports of each other's poultry products in 2004 following outbreaks of bird flu. They agreed to lift the bans at the Sino-U.S. Joint Commission on Commerce and Trade in 2004.     China did lift the ban but has complained that the United States was not following suit.     China imported 580,000 tons of chicken products from the United States last year, accounting for about 75 percent of total chicken imports.

CANBERRA, Aug. 13 (Xinhua) -- An anti-China rant by an editor on Australia's biggest-selling national newspaper has come under fire from netizens around the world.     Greg Sheridan, an editor of The Australian, flattered Rebiya Kadeer -- leader of the separatist World Uygur Congress -- for her "courage" to confront the Chinese government in an article published Wednesday.     In his article, titled "Uygurs must fight for rights within China," Sheridan said Rebiya should leave aside her campaign for a separate state for a while and "concentrate instead on human rights, cultural autonomy and democracy," so as to win support and aid from Western nations.     He lauded Rebiya's week-long visit to Australia, saying it would "change the course of Chinese politics."     However, responding to Sheridan's instruction to the self-appointed Uygur leader, many netizens expressed their disagreement with his absurdities and scoffed at his ignorance and crankiness.     "Has anyone worked out of these facts about Kadeer? She was born and grew up in Xinjiang, but she cannot speak Chinese (Mandarin); She has 11 children and many many grand children (a lot of them live abroad); she was once one of the richest women in China; she had been a representative for her people in the highest political body in China and had gushed so much praises for the Chinese government...," Weldon, a netizen in Canberra, said in a follow-up post to Sheridan's article.     "'Extermination of Uygur cultural?' or 'Ethnic cleansing?' or 'Suppressing the minority people?' or 'A woman compassionate for her cause?', I am confused," he said.     Jonny of China called the report "another anti-Chinese rant."     "I did not read all the replies. Greg your obvious ignorance of China is appalling for a person who writes about international affairs," Jonny added.     A netizen named David said Australia's invitation for Rebiya was wrong.     "Let's imagine what will happen if Australians invite Bin Laden to Sydney to give a speech with topic like 'How to end the U.S. rule around the globe and fight for the rights for all Muslims," he said.     Sharon of Brissy called Sheridan's article "a load of rubbish."     "Get your facts right before you start making bias reporting. Plus during the ethnic riots were incited by the Uygurs with the majority who died are Hans," she said.     GMK of Gold Coast, who described himself as a "war veteran -- married to a traditional Australian-Chinese lady with a young son, and a frequent visitor to China," said he was puzzled about this media/Australian government-driven fantasy.     "That is their China and the Chinese, which is being produced. BEIJING, Sept. 29 (Xinhua) -- China attaches great importance to U.S. President Barack Obama's visit in November, a senior Chinese official told visiting U.S. Deputy Secretary of State James Steinberg in Beijing Tuesday.     State Councilor Dai Bingguo said China would work with the U.S. to ensure the success of this visit.     Steinberg, who arrived in China Monday, said President Obama was looking forward to his visit, and hoped it would promote U.S.-China relations.     Dai said relations between the two countries had developed vigorously with close exchanges and cooperation since the Obama administration took office.     The two sides should work together for the continuous and steady development of bilateral ties, Dai said.     A key mission of Steinberg's China trip is to prepare for Obama's visit. It is part of the senior U.S. diplomat's week-long tour of Asia, which also takes him to Hanoi, Kuala Lumpur, Seoul and Tokyo.     He said Obama considered his meeting with President Hu Jintao in New York last week had given an impetus to bilateral ties.     Obama's visit would "mark an important milestone in building mutual trust and respect between the people of China and the United States," said a statement from the U.S. Embassy in Beijing late Tuesday on his departure from China.     In a separate meeting with Chinese Vice President Xi Jinping, Steinberg reiterated that the United States would continue with the one-China policy and respect China's sovereignty and territorial integrity, which were considered by the U.S. government the crucial principle in handling bilateral ties.     After expounding China's stance on Taiwan and issues concerning Tibet and Xinjiang, Xi said respect and care for each side's core interests and major concerns was the key to the healthy and steady growth of ties.     Xi called on the U.S. side to handle concerned issues in a "prudent" and "appropriate" way, to safeguard China-U.S. relations.     Steinberg said President Obama had several times stressed the great importance of U.S.-China relations since he took office in January.     The United States hoped to reveal to the world through President Obama's China visit that the two countries were willing to jointly respond to global challenges, including the global financial crisis, terrorism and non-proliferation, he said.     Xi called on joint efforts from both countries to ensure "positive results" from Obama's China tour.     "President Hu Jintao had successful meeting with President Obama in New York last week, in which they reached new important consensus on promoting active, all-round development of bilateral ties," said Xi.     "China is ready to work closely with the United States to implement the important consensus reached by the two heads of state, enhance strategic trust and substantial cooperation in various areas, and properly handle differences and sensitive issues," Xi said.
