"Be prepared" is the motto of the Boy Scouts of America, so when COVID-19 hit, pack leaders quickly pivoted to a virtual platform to help boy and cub scouts finish their year requirements. This fall, though, the organization is working on some new efforts to keep kids safely involved during the pandemic."Schools having a virtual start and then delaying the start at least two or three weeks, in most cases. It has slowed down the year-to-year comparison for children joining and we think that, to some extent, we will not recover completely on the number of children on a year-to-year extent," said Tracy Techau, Scout Executive of the Atlanta Area Chapter of the Boys Scouts of America. Techau says besides yard signs, most scout recruiting turned digital this year.Techau says scouting organizations across the country are finding creative ways to get children involved and outdoors while still adhering to government regulations for social distancing. "It varies from community to community. There are certain states that have greater restrictions for social activities," said Techau.Pack leader Lindsey Paris always starts off the scouting year with her den with a bottle rocket building and launching activity. This year it will look a little different. "We had a digital tutorial build. Bring all your stuff up to Zoom, we’ll build the rockets together and then were going to put every family in a parking spot and when it's your turn, approach the launch pad and try to get that shot. So, we’ll be around other families but we’ll be wearing our masks," said Paris.Scouting leaders are also hoping to safely bring children the socialization that they've been missing. Especially if the kids are in virtual learning this fall. "I think it's important to see your friends, catch up with them. I know I need that socialization. Just Zooms with my friends and family, I think it's the same for them," said Paris."Children are missing their friends. They're not developing the social skills, the group dynamics, the social norming that is so important for children. It's just not really happening right now for children since schools are virtual. Cub Scouts offers that experience," said Techau. Techau believes activities like scouting are crucial during this time."Scouting is more important now than ever for several reasons. First, the whole motto of Scouts is to be prepared. And all of us want to be prepared as we work through the situations of COVID-19 and whatever happens this fall, this winter, next spring. SAN DIEGO (KGTV) — The San Diego Planning commission Thursday voted to recommend a zoning change for a massive office complex along State route 56 in Torrey Highlands.The site in question is an 11-acre site just south of SR-56 near Camino Del Sur, surrounded on three sides by the Del Mar Mesa Preserve. Cisterra Development plans to build a 450,000-square-foot office complex, including a 7-story parking structure."Right now, San Diego is on the verge of a shortage of employment-suitable land for the kinds of innovation economy jobs that ... are coming to San Diego now. We need large lots of space for companies like Apple, Google, and Microsoft ... We try to bring homes near jobs, but we also need to bring jobs near homes. There are thousands of homes in the area," said David Dick of Cisterra Development.According to Cisterra, the project will lead to more than 1,900 jobs, described as "permanent and high-wage."Darshana Patel, a member of the Rancho Penasquitos Planning Board, is skeptical. She points to a nearby, even-larger office complex approved in 2013."It's approved, graded, and no one's interested. Also, these jobs are highly specialized. It's no given that our neighbors will fill these positions," said Patel.What Patel is sure of are the other impacts of the project, from more traffic in a highly congested area, to environmental impacts. One by one, dozens sounded their concern at a Planning Commission meeting, including members of planning, environmental and recreational groups. The connected preserves include protected vernal pools."It will permanently negatively impact one of the last remaining untrampled areas of native habitat and open space in San Diego," said Susie Murphy, Executive Director of the San Diego Mountain Biking Association."We are going to have human activity in the preserve. We'll have animal activity that will have to maneuver around it. It's a big concern," said Patel."It doesn't intrude into the preserve. The way it's designed protects against intrusion into preserve," said Dick.The developers point to natural barriers, including trees, and other project features aimed at reducing runoff and bird strikes. Opponents say those provisions don't go far enough.In the end, the commission unanimously voted to recommend the project with a modest reduction to the size. (CNN) -- California is the latest state to allow people to take home and eat animals they accidentally hit on the road, including deer, elk, pronghorn antelopes and wild pigs.Senate Bill 395 was among a handful of other bills Gov. Gavin Newsom signed into law last week.The bill, brought forth by Sen. Bob Archuleta, authorizes the state's Fish and Game Commission to develop a pilot program which, through the help of an online portal, would issue free permits to anyone who wants to take the animal they killed on the road home to eat.To get permits, residents would have to record in the portal "the location, type, and description of the animal salvaged, the date and time of salvage, the basic characteristics of the incident and a description of the vehicle involved... and the destination where the carcass will be transported," the legislation says.More than 20,000 deer are hit on California roadways each year, the bill says."This potentially translates into hundreds of thousands of pounds of healthy meat that could be used to feed those in need."The program will not start immediatelyThe commission can only start creating the pilot program -- which would cover limited areas of the state -- once it receives funding from the legislature.The legislation merely gives the commission authority to create the program, and once created, it would cover a maximum of three areas identified as having a high number of vehicle-animal collisions.The commission will have until January 1, 2022 to create the program, if it receives funds.Archuleta says the law would help the California Department of Transportation and the Department of Fish and Wildlife "identify where roadway defenses can be enhanced and where future wildlife highway over-crossings should be located."Once this experimental program concludes, the bill says, officials will report to the commission the number of collisions during a certain time period, barriers to their collection of data and whether it's possible to make the system state-wide, as well as the estimated costs.The information, it says, could help find ways to prevent collisions.This is not a new ideaRoadkill salvage legislation has been passed in more than 20 states across the country, including Florida, Washington state, North Carolina and Pennsylvania.Illinois passed its roadkill salvage law in 2012.Most states, like California's rules, provide provisions on which animals may be taken for personal use and clarify whether a permit is required.Montana's law, for example, allows free salvage permits to be issued only for deer, elk, moose and antelope that were killed by cars.Michigan, which adopted its roadkill legislation in 2014, listed feedback received on the bill, including exposing residents to potential health risks."Drivers and law enforcement officers may not be able to make a determination of whether meat from game killed in a motor vehicle accident is safe for people to handle or eat," a memorandum says. "Furthermore, fresh meat must be properly dressed and stored relatively quickly in order to avoid the growth of potential pathogens."Legislators also warned that poachers may use the new law to unlawfully kill wild animals.Other states that allow the practice include Arizona, New Jersey, South Dakota, Wisconsin, Idaho, Oregon and Vermont.The pros and cons?Some animal rights activists seem to love the idea.PETA says eating roadkill is a "superior option to the neatly shrink-wrapped plastic packages of meat in the supermarket."Eating roadkill, the organization says, is much healthier than packaged meat as those animals most likely haven't consumed antibiotics, hormones and growth stimulants.It's also more humane, PETA said, as the animals who were killed on roads did not have to endure things like getting "castrated, dehorned, or debeaked without anesthesia" and other traumatizing conditions."Perhaps the animals never knew what hit them," the organization said.But other groups have raised concerns.The new legislation may prompt elk and antelope hunters who struggle getting a tag in the state to now kill the animals and report it as roadkill, the California Fish and Game Wardens' Association has previously said, according to CNN affiliate KOVR.Another concern the association raised was the safety of drivers who would stop on roadways and exit their vehicles in order to collect the animals. 4392
