SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) — Hundreds of San Diego Gas and Electric customers around the Point Loma area were without power on Black Friday.The outage was reported just before 10 a.m., according to SDG&E's outage map. The outage affected more than 1,000 customers in the Ocean Beach, Midway, and Point Loma areas.Lindbergh Field was listed under the affected areas, but the airport told 10News they were not aware of any issues.By 6 p.m., power was restored to all customers, except for 11 households, according to SDG&E.Crews say they needed to repair a piece of equipment.10News has reached out to SDG&E for more information. 637

SAN DIEGO (KGTV) — Erica Norman spent months saving thousands for a cruise down the Mexican Riviera on the massive Norwegian Bliss. Norman and about 4,000 others boarded that ship this week and were whisked away from the Port of Los Angeles. They were excited for a trip down to Cabo and Mazatlan - but instead, they wound up in San Francisco."I paid ,000 for this cruise and it's just a tour going in a circle in California," said Norman, who lives in Orange County. "I'm not happy about that."Norman said that about two hours into the cruise, the passengers got an announcement that the ship would divert to San Francisco, San Diego, and make one stop in Ensenada before heading back to Los Angeles. "Guests were notified of the change as soon as our operations team was able to confirm the modified itinerary."But Norman said many of the guests felt blindsided. "I think they knew ahead of time, and then once they got us out in the water then they decided to change the itinerary because no one could get off at that time," Norman said. The Bliss reached San Diego Wednesday morning. At 1,094 feet long and a capacity of 4,004 passengers, it's the largest to ever dock in San Diego, a city that usually gets older ships on less traveled routes. RELATED: Cruise industry booming as season begins in San Diego"The guests will visit all the attractions, go on tours, go to restaurants, go shopping," said Adam Deaton, who directs cruise business for the Port of San Diego. About two dozen taxicabs waited for the passengers as they disembarked on Harbor Drive. Bikes that normally would have baked in the sun were rented. And pedicab drivers said they were finding new passengers. A food mart across from the ship had a line about 10 deep. "I'd rather be safe than sorry to even get in the area of Willa," said Lillie West, a passenger who said she was glad the ship diverted.West had never been to San Diego and said she had 0 to spend locally. The Port says most cruise ships have a 0,000 impact to the local economy in their stops in San Diego, although the Bliss is so big it could be up to million.But not everyone planned to spend their dollars in San Diego, Norman included."I work 45 minutes from here, and I'm just trying to find something to do to make the best of it," she said. For Norman, that was to go back onto the Bliss, the ultramodern ship where many of the amenities are prepaid. 2761

  

SAN DIEGO (KGTV) - Extended construction work next to Friars Road has drivers wondering when the Mission Valley street will be back to normal.What is normally a four-lane road is now two, as SANDAG completes an million project. Crews are taking out a bridge with one track on it and replacing it with three bridges and four tracks. Two tracks will serve the Coaster and heavy freight trains. The other tracks are for the blue line trolley to La Jolla. “Every day that I have to pass this, it's just an eyesore,” said Katherine Whitley, who has spent two years driving through construction. “It clogs traffic. Everybody knows Friars Road has grown and grown and this isn't the right place for this to be.”RELATED: Gas main break prompts SR-163 closure in Mission ValleyBicyclists are also concerned about construction danger.“The cars going that way are passing me going 55 miles an hour about three feet away from me. So it feels pretty sketchy,” said Greg Zackowski.SANDAG said it is doing everything it can to minimize the impact of construction. The equipment can’t be put in the San Diego River because of the environmental impact. Moving gear on and off Friars Road would have delayed the project, SANDAG said.RELATED: Massive development proposed next to Fashion ValleyWithin six months, SANDAG hopes to have enough work done to move out most of the equipment.
