SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. Also, continue to check back online to see if any cancellations were made. Here in San Diego, there are also a few offices with extended hours and that are open on Saturdays. SAN DIEGO (KGTV) - It was more than a decade after two-year-old Jahi Turner disappeared.His mother, Tameka, had been posted on deployment with the U.S. Navy in 2002. Step-dad Tieray Jones claimed the boy vanished while playing with other kids at a park in Golden Hill, while Jones was buying a drink at a vending machine.Police thought otherwise, suspicious that Jones had severely punished the boy for bed-wetting and he died. SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen. SAN DIEGO (KGTV) - Local high school students who are trying to take the ACT college admissions exam say that their test dates keep getting canceled because of the pandemic. ABC10 News discovered that some frustrated students are planning to drive or fly to other cities to take the exam in time for college applications.“It's just been a very unsure time,” said Betsy Mains on Wednesday. Her daughter, Chelsea, is already feeling the stress of starting her senior year at University City High School through a remote learning program. Mains said that’s now compounded by fears associated with getting her ACT test done in time to apply for college. “These tests are required for a lot of the applications and a lot of the scholarships,” she added.“The communication's just been very poor. They've had to cancel tests. They didn't tell folks they were canceled. Their website crashed,” Michael Coleman told ABC10 News on Wednesday. His daughter, Sam, is about to be a senior at Canyon Crest Academy.She’s facing a similar challenge. Both students' families say their ACT tests have been canceled and rescheduled multiple times because of a lack of testing sites.“The first thing that I could find that was remotely possible for her was in December here in San Diego. That’s problematic because the college application process starts before then,” said Coleman. He told ABC10 News that parents have been looking for test sites in other cities.“I started putting in different zip codes to see if I could find something somewhere else. I eventually did get one in San Bernardino,” said Mains. “I found something in the Magic Mountain area a little sooner than December,” added Coleman.On Wednesday, the ACT sent ABC10 News the following information:Summer testing:In general, COVID-19 severely impacted testing centers’ capacity for spring and summer test dates. We rescheduled our planned April test date to June, and due to the demand and adherence to local and public health guidelines and social distancing requirements, the June and July test dates operated at limited capacity (i.e. limited seats for test-takers). Our teams performed a massive manual outreach campaign to thousands of test site administrators to better understand which sites were open and prepared to administer the test in a COVID-19 environment in line with local public health guidelines, knowing that conditions could change quickly in certain locations where the virus was surging.Our top priority is to provide testing opportunities for all who wish to pursue a path to college and career. We were able to provide makeup tests in certain locations for those impacted by last-minute cancellations and have added additional test dates [leadershipblog.act.org] to our regular national testing schedule this fall. COVID-19 has created many challenges for large-scale testing.We’re working to accommodate the demand and serve our customers, while acknowledging that seat and site capacity is subject to change, due to the changing nature of COVID-19. SAN DIEGO (KGTV) -- La Mesa Police Department announced it has dropped their charges against Amaurie Johnson, a black man whose controversial arrest was captured in a viral video last week.La Mesa Chief of Police Walt Vasquez said that "after a full review of all of the evidence in the criminal investigation" against Johnson, the police department will not seek prosecution "on any of the alleged misdemeanor charges."The announcement comes two days since the department released body camera footage showing the events that led up to an arrest video that surfaced last week.A week prior, a video surfaced showing an argument between Johnson, a black man, and a white police officer at the Grossmont Trolley Station. The officer is seen pushing Johnson into a sitting position onto a bench. Eventually, Johnson is handcuffed and told he is being charged with assaulting an officer.It's unknown what actually occurred in the first few moments of the encounter because the witness video began recording sometime after the confrontation began, and the first the 30 seconds of the video provide by police starts without any sound. On the day the body camera video was released, Vasquez said the beginning of the video is muted because of the way the body camera is activated."Mr. Johnson is relieved that the criminal aspect of this case seems to be over with (but) until we have something formal from the prosecuting agency, he is not at rest in believing that it is completely over with," Johnson's attorney, Troy Owens, said. "He has still expressed that he is shaken up and upset by what took place. He has expressed that this is not the first time an incident like that has happened, it's just the first time it happened to be captured on camera, so Mr. Johnson is adamant he wants to see change.""We do believe that the officer should be investigated for potential criminal liability, but there is also a civil aspect to this. Mr. Johnson and I are discussing our options as far as moving forward with a complaint with the city of la mesa and potentially taking this to state or federal court," Owens added.The incident sparked a large protest last Saturday in La Mesa. Thousands of demonstrators took over city's streets to protest Johnson's arrest and the department's investigation of the incident. The peaceful demonstration and marches ended when a large group gathered outside of the La Mesa Police Department and began attacking a bear cat vehicle that was brought in to help disperse the crowd.
