SAN DIEGO (CNS) - Two U.S. Navy service members were sentenced in San Diego federal court Friday for their roles in an insurance fraud scheme that involved making false medical claims to a military insurance program in exchange for unearned benefits.Ronald Olmsted, 48, of Mobile, Alabama, and Anthony Coco, 43, of San Diego, are among 11 defendants indicted for allegedly filing false claims to the Traumatic Servicemembers Group Life Insurance Program. He received 5,000 from the TSGLI, and prosecutors say he sent ,000 to Toups.Coco alleged he reported on medical forms that he broke both ankles in a fall that left him confined to a wheelchair. SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. This much was apparent at the beginning of Taste of December Nights.Within moments of its opening Friday, a line of cars streamed down Park Boulevard, waiting for a chance to order food from about a dozen vendors lined up at Inspiration Point in Balboa Park. "We've been going to December nights every year, but we didn't want to miss it this year," said Jasper Pascual, of National City, who came with his girlfriend Wendee. "It's something new, something interesting."The pandemic has upended decades of tradition, including December Nights in Balboa Park. Thousands normally pack the event in Balboa Park, enjoying holiday decorations, museums and food. This year, the event is a drive through for food vendors, with participants required to stay in their cars and wear masks. Pedestrians, bicyclists and scooter riders are not allowed. "This event obviously is re-imagined, it's different, but again I think it's the type of event that I think is just what some folks will need," Mayor Kevin Faulconer said as he kicked off the event. San Diegans appeared to agree, waiting in stop-and-go traffic to get into one of two ordering lines. A worker from one of the eateries comes to the window, takes an order, and eventually brings the food.
