SAN DIEGO (KGTV) — A man caught on video peering into a Pacific Beach home has neighbors on edge.The woman, who did not want to be identified, said she was woken up by the sound of police officers knocking on her door in the area of Mission Blvd. and Emerald St. early Tuesday.Officers told her that her neighbor was alerted to an individual in the alley between their residences by his security camera. Police said a male was captured peering into her window and touching himself, the woman said.MAP: Track crime happening in San Diego CountyRequests to San Diego Police from 10News regarding this incident, details about the suspect, and any related reports were not returned Wednesday.Police reportedly told the woman they have received similar reports in the PB area.Earlier this month, James Hubbard was arrested for at least six instances of peeping and one count of petty theft in the Pacific Beach area between Sept. 11 and Oct. 12."Peeping Tom" events have also been reported in the Hillcrest area multiple times this year. 1055

SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) — A Navy official says three reported incidents depicting unidentified flying objects (UFOs), including one near San Diego in 2004, are real.Joseph Gradisher, spokesperson for the Deputy Chief of Naval Operations for Information Warfare, told The Black Vault, a website that investigates declassified government documents, the events shown in the three videos taken by Navy pilots depict "unexplained aerial phenomena" or "UAPs." Gradisher went on to say while the videos were declassified, they were never cleared for public release.The videos were posted for the public in December 2017 by the New York Times and To The Stars Academy of Arts and Sciences, a group that researches UFOs co-founded by the Poway native and former Blink 182 member Tom DeLonge.RELATED: Video shows UFO encounter off San Diego's coastGradisher told the The Black Vault the term UAP is used, "because it provides the basic descriptor for the sightings/observations of unauthorized/unidentified aircraft/objects that have been observed entering/operating in the airspace of various military-controlled training ranges."He added the Navy has not officially released any description of the incidents. The three videos, titled "FLIR1," "Gimbal," and "GoFast," show separate UAP incidents captured by Navy pilots. Navy Commander David Fravor told 10News he was piloting the FA-18 that captured the incident during a Navy training mission."I have never seen anything in my life that has the performance, the acceleration. Keep in mind this thing had no wings," Fravor said of the 2004 incident. “It's moving around, left, right, forward, back. The radar starts being jammed. All of a sudden it takes off."Several months later, "Gimbal" and "GoFast" were released. "GoFast" reportedly took place in 2015. It shows a camera and sensor aboard a Navy F/A-18 Super Hornet jet track a fast-moving object, before pilots lock onto it."Whoa, we got it!" exclaims one pilot. Another pilot asks, "Wow, what is that, man? Look at that flying!"The Navy's classification and timing couldn't be better for DeLonge, who is set to debut a new miniseries on the History Channel. The six-part series "Unidentified: Inside America's UFO Investigation" will feature DeLonge's interview with a former military intelligence official, Luis Elizondo, who confirmed the Pentagon's UFO program.The show will also feature interviews with other former government and aerospace officials and, "produce tangible evidence to build the most indisputable case for the existence and threat of UFOs." 2794

  

SAN DIEGO (KGTV) - A new pilot program in San Diego hopes to break the barrier between older adults and ridesharing apps. Together, Jewish Family Service (JFS) and the Ed Brown Center are testing an outreach and education program connecting older adults with free ridesharing services so they can participate in health and wellness programs.The pilot program is part of a partnership with Lyft and the National Council on Aging (NCOA). The Ed Brown Center was one of three senior centers selected from across the country.The goal is to understand whether ridesharing can improve an older adult’s well-being by enabling them to travel to their local senior center to take part in activities such as health classes, nutrition programs, lifelong learning, and social opportunities.JFS partnered with Lyft two years ago to provide rides to seniors and individuals receiving breast cancer treatment. Called “On the Go: Navigator,” the program allows older adults to easily book rides to the grocery store, doctor’s appointments and more, without a smartphone. With this service, seniors must pay for the trip, as well as a service fee. SAN DIEGO (KGTV) — A La Jolla taco stop is being hailed among the best stops among fast-casual favorites like In-N-Out and Shake Shack.The Taco Stand was named the fourth best fast casual restaurant in the U.S. by Trip Advisor, as part of the website's 2019 Travelers' Choice awards. The La Jolla restaurant was hailed by reviewers as having the "best steak burritos ever tasted" and simply "taco nirvana.""We are so thrilled by this news and grateful," The Taco Stand co-owner Julian Hakim told 10News. "The Taco Stand was built out of a passion for food, making great tacos and burritos.
