SAN DIEGO (CNS) - Testimony wrapped up Wednesday in the murder trial of two men accused in the stabbing death of a Chula Vista music producer whose body was found in a drum floating in San Diego Bay.Timothy John Cook, 54, is charged with the Sept. 30, 2017, murder of his housemate Omar Medina, 28. Co-defendant Derrick Spurgeon, 40, is charged with being an accessory for allegedly driving the boat used to dump the victim's body, which was found 12 days later inside the 55-gallon barrel, which had been weighed down by a makeshift anchor made of wire and cinderblocks.Medical examiners said Medina had been stabbed more than 60 times in the chest, back, neck and head.RELATED: Man whose body was found in a barrel had been stabbed 66 timesAttorneys will make closing arguments Monday morning at the downtown San Diego courthouse.Deputy District Attorney Cherie Somerville told jurors that Medina and Cook both worked at a scaffolding business for Cook's younger brother and were living together at a home in Chula Vista.In a text exchange with his brother, Cook expressed annoyance with Medina over his drinking and sloppy household behavior, leading Cook to eventually kick him out of the house, according to the prosecutor.RELATED: Opening statements made in murder trial involving body found in barrelSommerville also noted in her opening statement that Medina had recently come into a substantial amount of money via an ,000 settlement he received in a lawsuit.Medina's family never heard from him after Sept. 30, and filed a missing person's report soon afterward with Chula Vista police. Somerville alleged that a barrel matching the one containing Medina's body can be seen in the bed of the pickup in the footage.She also said a search of the McIntosh Street home yielded additional indications that Cook was covering up the murder, such as removal of his home's kitchen sink and stripping down Medina's room, which was located in an attached building on the property.Oien said Cook was merely fixing up the home, and that he had an agreement with his landlord to make occasional repairs in exchange for lower rent.Spurgeon's attorney, Roland Haddad, said there was no evidence that his client had any knowledge that he was assisting Cook in disposing a body, if Cook even committed the murder at all. SAN DIEGO (CNS) - The San Diego County Police Chiefs and Sheriffs Association announced Thursday its adoption of a collective set of strategies designed to "de-escalate" confrontational and potentially violent law enforcement situations.The policies unanimously adopted by the group on Wednesday are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue, according to the regional police leadership group.The panel included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new program was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.The plan calls on all police personnel to "use tactics and techniques to persuade (crime suspects) to voluntarily comply (in order to) mitigate the need to use increased physical tactics to resolve (standoffs) safely.""Some situations require an immediate response, while other situations may allow peace officers the opportunity to communicate with the individual, refine tactical plans and if necessary, call for additional resources," the agency stated.Whenever "reasonable opportunity exists," according to the association's strategy, peace officers should consider the following concepts:"Pre-engagement considerations," which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body."As part of this community, we understand the importance of violence prevention whenever possible, and de-escalation techniques are the best way to get there," Kennedy said.District Attorney Summer Stephan called the renewed commitment to de- escalation in policing a government approach that "respects life itself and advances a blueprint for transformation we set in motion two years ago based on community input.""When translated into action, de-escalation policies are the opposite of de-humanization and are an action-based response to calls for equality, fairness and dignity," Stephan said.The association comprises the law enforcement leadership of the county and all local cities, as well as San Diego Harbor Police, the county Probation Department and the police departments of the San Diego Community College District, San Diego State University, San Diego Unified School District and the University of California San Diego. 3398

SAN DIEGO (CNS) - San Diego County's Air Pollution Control District selected projects from 49 organizations Wednesday to receive .3 million in grants for projects designed to keep 692 tons of greenhouse gas and pollution out of the skies.The grants, part of the county's Clean Air for All campaign, will reimburse the selected businesses, local governments, schools and utilities for swapping out high-polluting, heavy-duty equipment for low-polluting or zero- polluting vehicles, boats and machinery.The district has notified all the organizations that their projects have been selected to receive the grants funded by California's Air Resources Board and Department of Motor Vehicles.All the organizations must sign contracts to start their projects; seven of the projects must still receive final approval from the California Air Resources Board. The organizations are reimbursed once their projects are completed.District officials estimate that if all 138 selected projects are completed they would improve local air quality over their lifetime by preventing the emission of 562.5 tons of nitrogen engine emissions, 103.5 tons of reactive organic gases that affect ozone production and 26.1 tons of diesel particulate matter -- small particles of carbon like soot. All told, the weight is roughly equal to six space shuttles.The majority of the grant money, roughly .3 million, is targeted to help the county's portside environmental justice neighborhood communities and projects from other state-designated disadvantaged communities. Those include the portside communities of Barrio Logan, Logan Heights, Sherman Heights and western National City as well as El Cajon and San Ysidro.The state Air Resources Board selected those portside neighborhoods as part of its Community Air Protection Program. That program provides special funding for neighborhoods that are disproportionately harmed by air pollution because they're near ports, shipping, freeways, rail yards, freight, warehouses and industries. The board created its program in response to California's 2017 passage of Assembly Bill 617, which aimed to help local communities threatened the most by air pollution.Some of the selected portside and disadvantaged communities' projects include truck, school bus, port equipment and marine replacements.The remaining money comes from a mixture of state air quality improvement funds and will primarily be spent to upgrade off-road vehicles, agricultural equipment and marine equipment for 36 organizations. 2530
SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate dipped to 3.5 percent in February, with both farm and nonfarm employment showing gains, the California Employment Development Department announced Friday.The county's adjusted unemployment rate sat at 3.8 percent in January, its highest point since the third quarter of 2017. February's unadjusted rate is the same as its revised 2018 unemployment rate, according to the EDD.Nonfarm industries added 9,700 jobs between January and February, with total nonfarm employment increasing from 1,480,100 to 1,489,800. Total farm jobs increased by 400 from 8,100 in January to 8,500 last month.Multiple nonfarm industries showed job gains in the thousands. The professional and business services industry increased by 4,100 jobs, the most of any industry in the county. The trade, transportation and utilities industry decreased the most of any in the county, falling by 2,600 jobs.Year-over-year nonfarm employment increased by 19,900 jobs, from 1,469,900 in February 2018 to 1,489,800 last month. The educational and health services industry showed the largest year-over-year employment gains at 6,900, pacing multiple industries that showed yearly job gains of more than 3,000.Like the county's month-over-month job market, the trade, transportation and utilities industry had the largest year-over-year decrease in job numbers, falling by the same number of jobs from 223,600 in February 2018 to 221,000 last month. The gift from the Wertheim Foundation is dependent on whether UC's leadership approves UCSD's request."Public health is a field of study and practice that endows individuals and communities with the ability to promote health and prevent disease," said UCSD Chancellor Pradeep K.
