SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to amend an agreement between former Mayor Bob Filner and the developer Carmel Partners over the development of an apartment complex that drew criticism.The development's current owner, Trea Blvd63, LLC, sought to nullify the agreement, which required the development's owner to rent apartments to tenants by the room rather than by the bed. When it was being built in 2013, opponents of the apartment complex argued that it more closely resembled a dormitory rather than the luxury units it was billed as.``I applaud my council colleagues for correcting these corrupt mistakes of the past, and moving forward from Filner's blatant misuse of power,'' Sherman said. ``This is a good reminder that big problems happen when elected officials abuse the power of their office.''Carmel Partners began work on the CentrePoint apartment complex, located in Rolando, in 2013. The city ordered the stoppage of construction of the complex, citing the need for additional construction permits. According to City Councilman Scott Sherman's office, Filner also ordered San Diego's Development Services Department to not conduct inspections on the development's completed phases, keeping construction workers from continuing with the project.At the same time, the Rolando Community Council demanded that the CentrePoint project, and the developers of any other new projects in the area, pay for improvements to the neighborhood. The CentrePoint development offered to pay 0,000 for improvements.Then-City Councilwoman Marti Emerald, representing the area, suggested that the project needed additional changes regardless of the funding. CentrePoint subsequently sued the city in U.S. federal court, arguing that Filner, Emerald and the rest of the city government had illegally stanched the development. The city and CentrePoint eventually reached a settlement, in which the development's backers.Sherman framed the dispute as an overreach by Filner and called it a victory for property rights. Sherman was in his first year on the council at the time.The council voted 8-0 to amend the agreement, with City Councilwoman Dr. Jen Campbell absent. 2210

To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future. The City Council will consider updating the plan at its Tuesday meeting. 1678

SAN DIEGO (CNS) - San Diego Gulls coach Dallas Eakins was Monday named the coach of its NHL parent team, the Anaheim Ducks.Eakins coached the Gulls throughout their four seasons in the American Hockey League, guiding them to a 154-95-23 record and three Calder Cup playoff berths. They reached the Western Division finals in the recently concluded 2018-19 season.The Gulls had the best record in the AHL's Pacific Division since its inception in the 2015-16 season.The 52-year-old Eakins called his hiring as the Ducks' coach ``a tremendous honor for my family.''``I am truly humbled,'' Eakins said. ``It was a privilege to serve as head coach of the San Diego Gulls during our first four seasons and I look forward to build off that success here in Anaheim.''Eakins replaces Randy Carlyle, who was fired on Feb. 10. General manager Bob Murray was the interim coach for the remainder of the season.The Ducks were 35-37-10 in the 2018-19 season, finishing sixth in the NHL's eight-team Pacific Division and missing the Stanley Cup playoffs for the first time since the 2011-12 season.``Dallas is an outstanding head coach who has worked well with our players since joining the organization four years ago,'' Murray said. ``He is a tremendous leader and strategist, and deserves this opportunity.''Eakins coached the NHL's Edmonton Oilers to a 36-63-14 record from the start of the 2013-14 season until being fired 31 games into the 2014-15 season after Edmonton got off to a 7-19-5 start.He coached the AHL's Toronto Marlies, the Toronto Maple Leafs AHL affiliate, to a 157-114-4 record from 2009-13, guiding them to the 2012 Calder Cup Final, where they lost to the Norfolk Admirals.Eakins was also an assistant coach with the Marlies in the 2005-2006 season and with the Maple Leafs from 2006-2008.Eakins played 16 seasons of professional hockey as a defenseman, mainly in the AHL. SAN DIEGO (CNS) - The Kmart store in Spring Valley is among 46 unprofitable outlets slated to start closeout sales this week, according to an announcement from the Sears Holding Corp.Five stores in California are among the 12 Kmart and 33 Sears stores slated to close by November. This includes the Kmart store at 935 Sweetwater Road in Spring Valley.The other California closures are Kmart stores in Los Angeles, Antioch, and Clovis and a Sears in Santa Cruz.Sears Holding Corp. owns both the Sears and Kmart chains. The 125-year-old retailer has closed hundreds of stores in recent years to improve its bottom line."We continue to evaluate our network of stores, which is a critical component to our integrated retail transformation, and will make further adjustments as needed," the company said in a statement.This latest announcement comes just days after Lowe's announced it is closing all of is Orchard Supply Hardware stores five years after purchasing the chain out of bankruptcy from its previous owner, Sears Holdings Corp.The latest Sears and Kmart liquidation sales are expected to begin Thursday, Aug. 30. 1127

  

SAN DIEGO (CNS) - San Diego County had the fourth-most homeless residents in the U.S. this year, according to a report released Monday by the U.S. Department of Housing and Urban Development. San Diego County's data was taken from the 2018 Point in Time Study, completed Jan. 26. The region had an official count of 8,576 homeless residents during the three-hour window in which the count took place, behind Seattle/King County in Washington, Los Angeles County and New York City, which topped the list with 78,676 homeless residents. According to the report, roughly 5,000 members of San Diego's homeless population are unsheltered, living on the street, in a vehicle or in a hand-built structure such as a tent. Another 3,500 homeless residents were sheltered at the time of the study, living in emergency shelters, safe havens and transitional housing. The county's count could be higher than 9,000 homeless residents, however, because the San Diego Regional Task Force on the Homeless did not count residents in recreational vehicles and some residents in shelters. County officials and homeless advocates believe the actual homeless population could total as high as 9,220, but the true count has remained opaque since the task force, which oversees the Point in Time County, announced the error May 31. Overall, California leads all other states with 129,972 homeless individuals, followed by New York at 91,897. At the time the counts were completed in January, California laid claim to 24 percent of the country's total homeless population. Combined with New York, Florida, Texas and Washington, roughly half of the country's homeless population was clustered in five states. Homelessness in California has declined in recent years despite the robust total. The state's homeless population fell by 1,560, or 1.2 percent, from 2017 to 2018 and 9,014, or 6.5 percent, from 2007 to 2018. New York and Massachusetts have seen the biggest increases from 2007 to 2018, adding 29,296 and 4,941 homeless residents to their counts, respectively. 2052
