BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

MOSCOW, Nov. 25 (Xinhua) -- Russia's Proton-M carrier rocket was launched on Friday from the Baikonur space center in Kazakhstan with a Chinese communications satellite "AsiaSat-7", according to Russia's Federal Space Agency Roscosmos.Roscosmos' live broadcast on its official website showed that the Proton-M rocket atop the Briz-M upper stage was launched at 23: 10 Moscow time (1910 GMT). The separation of the satellite from the rocket was scheduled for 08:23 Moscow time (0423 GMT) on Saturday.The AsiaSat-7 which belongs to the Asia Satellite Telecommunications Company Limited (AsiaSat) located in Hong Kong, China, is a new generation satellite designed to replace AsiaSat 3S at the orbital location of 105.5 degrees East.The new satellite was expected to support a broad range of applications for the Asia-Pacific region, including television broadcast and VSAT (Very Small Aperture Terminal) networks.

BEIJING, Nov. 28 (Xinhuanet) -- A majority of the emergency hospitalizations for bad events related to medication use in old U.S. adults stem from four common medications, according to a new study in the New England Journal of Medicine Monday.The study was conducted by researchers from the Centers for Disease Control and Prevention of U.S.There are nearly 100,000 emergency hospitalizations for adverse drug events in older Americans, says researcher Daniel S. Budnitz, MD, MPH, director of the CDC's Medication Safety Program.And the four types of medication -- two for diabetes and two blood-thinning agents -- account for two-thirds of those drug-related emergency hospitalizations. They most often cited: warfarin (Coumadin, Jantoven); insulin; antiplatelet drugs such as aspirin and clopidogrel (Plavix); oral hypoglycemic agents."Both blood thinners and diabetes medicines are critical drugs that can be lifesaving," Budnitz says.However, he says that ''these are medications that you do need to pay attention to," being sure the dose and timing are correct, among other measures.

  

MOSCOW, Oct. 24 (Xinhua) -- The Russian Space Agency Roscosmos confirmed on Monday the list of next crew members who will fly to the International Space Station (ISS) on Nov. 14.Russia's Soyuz TMA-22 spacecraft will bring Russian cosmonauts Anton Shkaplerov and Anatoly Ivanishin and American astronaut Daniel Burbank to the ISS for a 124-day-long mission.Russia's Gennady Padalka and Sergei Revin and American Josef Akaba are announced as the backup crew.According to the Roscosmos, the new crew will host one manned and three unmanned cargo ships during their stay in the ISS and conduct a space walk as well as 37 scientific experiments.During the new crew's stay, the ISS would also make its 75,000th revolution around the Earth, the Roscosmos said.The launch of the Soyuz TMA-22 was initially scheduled on Sept. 22, but was postponed after the failed launch of the Progress cargo ship to the ISS on Aug. 24.

  

BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.
