SAN DIEGO (KGTV)-- With the increase in park usage since the start of the COVID-19 pandemic, San Diego Park Rangers are noticing a slight increase in vandalism at city parks and trails.On a scale of one to ten, hiking up Cowles Mountain was a bit of a challenge."For me, an eight," six-year-old Joaquin Santaruse said.He, his brother, and two buddies zig-zagged up San Diego's highest peak Wednesday to get away."It's fun to be in nature sometimes," older brother Mateo Santaruse said. "It's a great view up there, and there's a bunch of cool rocks, and in fact, we found a pink one."Many people have noticed and posted about an uptick in graffiti at parks and trails across the nation. Zion National Park published a post on their Facebook page, showcasing the recent vandalism incidents. In it, they are pleaded with people not to disrupt nature during their visit."We just saw that it was painted all pink, and we were like, 'Wow, look at that rock!'" Mateo said.But that awe turned into a little disappointment for the young boys."The chemicals in the spray paint," friend Aaron Heredia said."The animals can try to lick on it and stuff, and then it's toxic," Mateo followed.Tim Graham with the city of San Diego, says graffiti has both environmental and financial impacts. He sent ABC 10News a statement reading,"Because of the location and size of some of the rocks, park rangers are unable to remove the rocks or the paint safely. The City is looking into contracting with a qualified vendor that can safely remove and capture the paint from the rocks."This, unfortunately, becomes an unnecessary expense for taxpayers. The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017. SAN DIEGO COUNTY (KGTV)-- Scattered showers sprinkled all across San Diego County Saturday, bringing with it up to a quarter inch of rain. While rain totals were not significant, it was the reason for hundreds of car accidents.At 11:40 AM, 10News found a passenger van flipped onto its side. The driver said he was turning onto the Home on-ramp on WB 94 when he hydroplaned and flipped over. With some help from good Samaritans, he was able to climb up out of the passenger side door. He was not hurt. There were no passengers. One of many solo spin-outs happened on the 163 S to the 8 E on-ramp. The driver said at around 12:30 PM, he lost control of his truck at the top of the loop, then smashed into the concrete barrier. He said he felt lucky he did not roll down into a 50-foot embankment like another car did just a few hours prior in the same spot.RELATED: Check today's San Diego forecast10News crews also saw countless fender benders and flatbed tow trucks roaming the highways. Mother nature also wreaked havoc onto herself. SAN DIEGO, California — Dozens of voters were left off the roster at a San Diego County polling place on Election Day, leading to frustration and delays.The problem was reported Tuesday morning at Pacific Trails Middle School at 5975 Village Center Loop Road in Carmel Valley.Poll workers received an incomplete roster which omitted 46 names, Registrar of Voters Michael Vu confirmed. The list was missing two and a half pages.Voters waited for voting officials to reprint another roster and deliver it to the polling place.Officials tried to ease the long line by calling the Registrar of Voters and getting approval for each person over the phone, a voter told KGTV television station.Voters also had the option of voting provisionally, but many of them declined, telling KGTV they wanted their votes to count. Provisional voting requires extra processing time to verify residences and identities.The San Diego Superior Court announced Monday it would have a judicial officer on hand to deal with any possible election-related issues, including registration, denial of registration of voters, certification or denial of certification of candidates or the certification or denial of certification of ballot measures.Voters were encouraged to contact the Registrar of Voters at 858-565-5800 with any concerns. 1337

SAN DIEGO, Calif. (KGTV) - UC San Diego is a pilot school for an exposure notification system that alerts users if they’ve come in contact with someone who tests positive for COVID-19. It’s a partnership with the state of California and officially launched on campus Thursday.The system uses smartphone technology to anonymously tell people they may have been exposed. It does not track locations and is completely anonymous. It starts working when a person downloads the system on their phone and enables notifications. It then records proximity to other devices that also have the program downloaded. If two phones come in contact with each other for more than about 15 minutes and are closer than around six feet, it takes note of that. Then, if a person tests positive later, they can go in the program and click a button saying they tested positive, and their system sifts through all the devices that previously had extended exposure, sending those users alerts about the possible exposure.Doctor Christopher Longhurst, Chief Information Officer and Associate Chief Medical Officer for UCSD Health said the biggest factor that will impact effectiveness is the number of users.“We’d like to see 75% of that community or more adopting. Modeling done by Oxford and other universities has shown that if we can get over 50% adoption in a population, you can actually help to end outbreaks,” said Doctor Longhurst.As of Friday, about one day into the official launch, the school said 7,985 people had signed up.
