BEIJING, Oct. 13 (Xinhua) -- China's central government will, for the first time, reserve vacancies for farmers and workers in this year's nationwide civil service exams. The announcement was made on Wednesday by the State Administration of Civil Service (SACS), which is in charge of recruiting central government employees.Millions of farmers living in the country's rural areas were not allowed to take the exam selecting central government officials until 2006, when the restriction of household registration, or hukou, was lifted.According to the administration, those reserved vacancies will be allocated among departments of the customs, state taxation and railway police at country-level or below. The SACS posted a notice for the exams on its website, but did not specify the number of reserved vacancies. The central government plans to recruit more than 16,000 public servants in 2011, 1,000 more than in 2010. About 85 percent of the vacancies require at least two-years grassroots work experience, up 15 percentage points from the previous year. The SACS also revealed that 100 positions were specially created for college graduates who had served in villages to encourage more college students to work in rural regions after graduation.Registration for this year's exams will start on Friday.

BEIJING, Oct. 13 (Xinhua) -- Chinese Vice Premier Wang Qishan Wednesday held phone talks with U.S. Commerce Secretary Gary Faye Locke and Trade Representative Ron Kirk to discuss expansion of China-U.S trade cooperation.Wang and Locke, who is also co-chair of the China-U.S Joint Commission on Commerce and Trade (JCCT), agreed to enhance the exchange of opinions between two countries and expansion of bilateral cooperation, to ensure the upcoming 21st JCCT would be able to make positive achievements, and contribute to promoting sound and stable development of the China-U.S relationship. The JCCT was established in 1983 as a platform for the two countries to promote trade relations and address issues of mutual concern. The 20th JCCT was held in east China's Hangzhou City on Oct. 28-29, 2009.

BEIJING, Oct. 20 (Xinhua) -- Participants at a human rights forum in Beijing have paid tribute to China's treatment of human rights issues."We have a different culture. The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday. The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization. He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. It also criticizes China for its recognition of individuals' rights. But I think the West needs to recognize China as a developing country that is moving in the right direction in many fields."
