A Monroe County woman is facing second-degree murder charges after police say she decapitated her seven-year old son in her Sweden, New York home Thursday night.According to 13 WHAM in Rochester, court documents show Hanane Mouhib, 36, used "a large-bladed kitchen knife to intentionally stab [the boy] in the upper-left area of the back." The victim, Abraham Cardenas, was a first-grade student at Barclay Elementary School in the Brockport School District. Monroe County Sheriff Todd Baxter said several other people, including children, were in the home at the time of the attack. Mouhib graduated from nursing school at the College at Brockport in May 2011.Officials at Rochester Regional Health System told 13 WHAM Mouhib worked as a nurse practitioner at Genesee Mental Health from January 2016 through January 2017.The town of Sweden sits on the western edge of Monroe County, and is bordered on the west by Orleans County and on the south by Genesee County.  1019

A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. A study conducted by Stanford researchers found nearly 10% of those tested exhibited coronavirus antibodies. The study was published in the Lancet earlier this week.The study involved dialysis patients and randomly tested over 28,000 samples. The samples were taken in July as part of the patients’ treatment.The data found stark differences based on region. The northeast around 27% of patients with coronavirus antibodies, compared to 3.5% in the west.The study’s authors stressed that the study oversampled minorities. Minorities, the study found, were considerably more likely to have coronavirus antibodies than the rest of the population.“Uncertainty exists as to whether seroprevalence estimates in the dialysis population can be extrapolated to the US population more broadly,” the study reads.The study indicated that herd immunity is still far off, as estimates say at a minimum, 50% of the US population would need to be infected to reach that level. 969
