BEIJING, Nov. 8 (Xinhua) -- China's first non-governmental community foundation, the Arcadia Public Welfare Foundation, was launched at the Great Hall of the People in Beijing on Saturday.     The foundation was established with 100 million yuan (about 14.65 million U.S. dollars) donated by Shenzhen Airtown (Eastern) Industrial Co. Ltd. and Shenzhen Arcadia Real Estate Group.     "In the past, it was largely the government that took care of China's communities, but now social groups are playing a vigorous part," said Wang Jinhua, an official in charge of community construction of the Ministry of Civil Affairs.     Arcadia, a residential community built on landfill in Shenzhen, the city that was China's window of reform and opening-up, has received domestic and overseas habitat awards since 2005.     Li Aijun, board chairman of the Shenzhen Arcadia Real Estate Group, said the foundation planned to provide financial aid for community welfare projects, such as senior citizens' housing, schools, recreation facilities and environmental protection teams.     The first project will help a local hospital improve community health care and provide free exams.

WASHINGTON, Dec. 8 (Xinhua) -- The Pentagon said Monday that five detainees at U.S. Naval base in Guantanamo Bay, Cuba, want to confess to conspiracy charges for planning the 9/11 attacks.     Khalid Sheikh Mohammed, the "architect" of the attacks, and four co-conspirators asked a military judge if they could withdraw all pending motions and plead guilty, Pentagon spokesman Gail Crawford told reporters.     The judge accepted the request but ruled that "competency hearings" are first needed for two of the five, Mustafa al Hawsawi and Ramzi bin al Shibh, because "questions exist as to their competency to stand trial," he said.     Meanwhile, Denis McDonough, a senior adviser to President-elect Barack Obama, told media that no decisions have been made by Obama about what to do with the 255 inmates presently held at Guantanamo.     "There is no process in place to make that decision until Obama's national security and legal teams are assembled," he said.     Sources close to Obama team said the incoming administration is considering putting some of the inmates on trial in existing federal courts, setting up a special national security court to deal with cases involving sensitive intelligence, and releasing other inmates.

TAIPEI, Jan. 24 (Xinhua) -- The panda pair given by the Chinese mainland to Taiwan made their debut at the Taipei Zoo Saturday evening, meeting a select group of visitors including Taiwan leader Ma Ying-jeou and Kuomintang Honorary Chairman Lien Chan.     "It's an honor for Taiwan to breed the two pandas, as there are only about 1,600 pandas in the world," said Ma, at the ceremony to inaugurate the new enclosure for the pandas.     About 500 orphans and children from poor families were invited by the city government to be the first visitors to the panda pair.     "It's a time for family reunions at Spring Festival, but some children have lost their families and others cannot afford to go to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government estimates the pandas will attract about 6 million visitors to the zoo annually, double the current number.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. BEIJING, Nov. 23 (Xinhua) -- Chinese Premier Wen Jiabao called on domestic companies to pump up confidence in coping with the global financial crisis during his inspection of enterprises in eastern Shanghai and Zhejiang Province from Friday to Sunday.     Wen said buoying up their confidence was "a powerful weapon to deal with the adverse effects of the global economic turbulence and financial turmoil" when inspecting local private enterprises and large-scale companies.     "Enterprises must have confidence for them to stabilize market expectations. Confidence is what they need to tide over the difficult times," he said.     Wen, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, pointed out the private sector played an important role in keeping the stable and relatively fast economic growth momentum, creating more jobs and maintaining the social stability. BEIJING, Nov. 29 (Xinhua) -- Senior military officials of China and Myanmar agreed on Saturday to strengthen the relations of the two countries and armed forces in an all-around way.     The two countries should enhance military and state-to-state exchanges to promote regional peace, stability and prosperity, said Chen Bingde, chief of the General Staff of the Chinese People's Liberation Army (PLA), while meeting his Myanmar's counterpart Shwe Mann.     Chen said the two sides have maintained cooperation in various fields, and witnessed smooth development in their military ties.     He hailed the firm support to each other in terms of national development and international affairs, especially those touching on the core interests of both nations.     As good neighbors since ancient times, China and Myanmar have helped each other to fight external aggression and to struggle for respective national independence and liberation in modern history, Chen said.     Shwe Mann, also member of the ruling Myanmar State Peace and Development Council (SPDC), agreed to strengthen bilateral ties in an all-around way.     He expressed appreciation for China's long-term support to Myanmar and reaffirmed Myanmar's adherence to the one-China policy.
