(KGTV) - A South Bay public official is doubling down on anti-Muslim comments as he prepares a campaign to become Chula Vista's mayor.Hector Gastelum resisted calls to resign from the Otay District Water Board in 2017 after his tweets referred to Muslims as sub-human scum. He just qualified for the June run-off to become the Mayor of Chula Vista, the county's second largest city.In an interview, Gastelum said he isn't backing down from his prior controversial comments. "How can you not condemn rape? How can you not condemn pedophilia? Or throwing gays from the roof," Gastelum said, clarifying he is not referring to all Muslims. "If people don't like what I stand for, they can vote for the person that's going to take more taxes from them."Hanif Mohebi, who runs the San Diego chapter of the Council of American Islamic Relations, called Gastelum's comments bigoted and hateful."Are we referring to other criminals by their religion?" he said. "(Charleston church shooter) Dylan Roof and many others. Are we referring to others by their religion? If not, then why are we singling out this community and referring to them by their religion."Gastelum is running against Incumbent Mary Salas, teacher Arthur Kende, and Parks Supervisor Daniel Schreck for the seat. (KGTV) -- The City of Chula Vista is teaming up with local high schools to help beautify one of its most important corridors.Students from High Tech High began painting a mural Tuesday on a business near Broadway and E Street, the first of five new student-painted murals planned along the Broadway corridor this year.Broadway is the highest revenue-producing corridor in the city, said Chula Vista councilmember Jill Galvez, but a 2019 survey by the Institute for Public Strategies highlighted community concerns with graffiti and vandalism. In the survey of 160 businesses along Broadway, more than 70 percent said graffiti and vandalism were a top concern.Galvez challenged high schools to paint city utility boxes last year and says it’s been successful at deterring graffiti.“Artists respect other artists’ work,” she said.“We’ve already seen the delight of people driving by to see beautiful artwork. It brightens your day. This is going to be the first of many projects along Broadway,” she added.In addition to High Tech High, she said Castle Park High School, Chula Vista High School, Hilltop High School and MAAC Community Charter School are working on murals.Two classes of seniors led by art teacher Chelsea Smith. She said students came up with designs then voted on their favorites as a class. Local businesses then voted on the finalists.High Tech High students are covering two sides of Wild Woolly's Saloon, a frequent target for taggers. CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

(KGTV) - A documentary filmmaker is focusing his lens on migrants in Tijuana, hoping to show what life is like for migrants waiting to enter the U.S."Stuck in Tijuana" shows the crisis around the migrant shelters, where filmmaker Charlie Minn says he found a humanitarian crisis."I think we've all been there in life, at one point or another where we ask for something, a job, a relationship, a school, a career," Minn says. "The migrants are asking for acceptance."Minn says he found one shelter where 1,000 people were sharing one bathroom. In other areas he found children living without their parents.He adds that Tijuana's new reputation as the murder capital of the world makes things even more dangerous for migrants in the shelters.Minn spent the last week visiting college classes around San Diego to show the documentary to students. He hopes to inspire them to fight for change.This is Minn's third documentary focused on the San Diego/Tijuana border region. His first one, "Mexico's Bravest Man," profiled a police chief in Tijuana who survivied eight assasination attempts. The next movie, "77 Minutes," examined the 1984 shooting massacre in a San Ysidro McDonald's.Minn says he's captivated by the border in this area, because it's unlike any other region in the US.The movie will premiere Friday, March 22nd at the Theater Box in downtown San Diego.
